CONTRACT SPECIALIST
What you'd do
*** Guam is designated as a medically underserved area. Military medical facilities offer space-available primary and limited specialty medical care; however, services are not guaranteed. *** You will serve as a CONTRACT SPECIALIST in the Acquisition Division of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice.
Major duties
You will serve as technical authority on the acceptability and applicability of contractual matters related to the program. You will review procurement requests to assure clarity, adequacy and completeness. You will prepare contracts and contract specifications for development, demonstration models, and/or preliminary design when new or untried concepts or techniques are involved. You will monitor contractor technical performance over the life of the contracts. You will perform a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges and transportation costs. You will develop documentation and criteria to substantiate Government cost or negotiation positions. You will interpret procurement regulations and policies for activity specialists. You will review contracts, contracting plans, and contract changes for propriety of acquisition methods, contract type, and documentation.
What you need to qualify
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing comprehensive contract technical guidance, performing both pre-award and post-award functions relating to developing solicitations, evaluating proposals, including performing complex price and cost analysis, negotiating, awarding contracts and modifications, monitoring contractor performance, and managing complex contracting functions for facility support services and construction contracts.
