Major duties

As a Lead Program Manager, you will: Develop and implement strategic plans in support of achieving the program objectives. Develop procedures, implement program responsibilities, and monitor the program including the partner agency's progress on the projects. Conduct regular meetings with internal staff and leadership representatives from partner agencies to determine program status and progress of work accomplished, and to ascertain appropriate action required to maintain or improve program management. Provide advice and assistance to employees and supervisors and other Federal agency personnel concerning a broad range and variety of program matters including request for funds, fund availability, and resolution of funding problems. Prepare status reports and coordinate future funding needs requested by Congress and/or partner agencies for legislative action. The ideal candidate(s) aspires to lead, mentor, and professionally develop others and has experience: Demonstrating leadership within a Programming Team. Effectively communicate within a team, externally with partner agencies, and internally other teams. Leading individuals and teams from diverse technical and professional backgrounds. Handling multiple high priority tasks simultaneously. Developing long-term relationships with internal staff and partner agencies. Managing programs, including a comprehensive knowledge of programming techniques and budgeting/financial regulations and processes.

What you need to qualify

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience establishing and maintaining working relationships with programming staff, partners and project stakeholders (Government agencies, private firms, state/local/city government agencies, etc.) to effectively lead the programming of road and/or bridge projects. Experience leading and managing the funding and development of transportation improvement projects to meet partner and agency requirements. This includes the ability to analyze, input and make decisions on questions related to managing the project scope, schedule, and budget in accordance with applicable laws, policies, and regulations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Organizational Awareness- Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience.
