Major duties
Evaluate and monitor medical service contracts. Schedule and conduct contractor performance evaluations using a variety of methods. Compare and evaluate the acceptability of the contractor based on the criteria outlined in the contract service summaries. Notify senior leadership, contracting officer and functional commander of unacceptable contractor performance. Initiate and submit contract discrepancy report or corrective action report to contractor for unacceptable performance. Maintain a complete audit trail of all inspections and contract documentation. Prepare, revise and maintain the Performance Work Statement, Statement of Work, QASP, independent government estimates, and other contract documents, ensuring the most current requirements are reflected. Develop quality assurance criteria and contract surveillance processes using prior experience, knowledge, and terminology pertaining to service and maintenance contracts. Research and identify appropriate labor rates, qualifications, materials and equipment, inflation, and applies appropriate data in preparing contract estimates and pricing/bidding schedules. Prepare contract documents using a variety of computer program's and databases. Coordinate a comprehensive plan to assure appropriate services are delivered in accordance with the contractual agreement. Recommend changes in evaluation/sampling frequency, scope, or methodology. Appointed as a multi-functional team member as a subject matter expert and participates in meetings with key personnel to discuss performance, procedures, review responses, and resolve problems and complaints. Conduct on-site evaluations in support of identified short or long range service and requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes reviewing contract details for completeness, assisting with performance monitoring and preparing operational documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Contract Management, Procurement Financial Management, and Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
