Major duties

The United States Space Force (USSF) at Beale AFB, California is searching for a Resource Adviser & Program Manager to support the 7 SWS (NH-0301-03, GS 12/13 equivalent). Description: To perform a variety of advisory and budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. Responsible for performing routine, complex, and continuing budget functions involving the formulation, execution, and/or analysis of budgets for assigned mission activities and organizational components, while also directing and managing administrative, personnel, and manpower support programs. Key Skills and Abilities: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks. Knowledge of administrative, personnel, and manpower regulations, operating procedures, and policies to support the organizational mission. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization) to analyze and evaluate the effects of changes in program plans and funding. Skill in formulating, justifying, and/or executing assigned budgets/programs. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions and administrative directive
