This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Total Rewards of a Allied Health Professional The Supervisory Clinical Laboratory Scientist (CLS) is directly accountable to the Laboratory Manager, PLMS. The incumbent works independently; supervision is mainly advisory in nature. The incumbent provides first line supervision to one or more laboratory section (including, but not limited to Blood Bank, Chemistry, Hematology/Coagulation, Microbiology /Molecular Diagnostics Lab, Off-Hours, Phlebotomy, Histopathology, Cytopathology, Gross and Frozen Section Lab, Flow Cytometry and CBOC's). The incumbent is responsible for informing the Laboratory manager of major problems and decisions in these areas of Service of the VA New Jersey Healthcare System which includes two level 2 complexity facility is on East Orange campus, Blood draw only at Lyons, as well as 9 Community-Based Outpatient Clinics with high priority. The incumbent is responsible for the technical aspects of the Section, planning and scheduling work, assigning work to employees, accepting, amending or rejecting completed work, assuring that production and accuracy measurements are met, appraising performance and recommending performance standards and ratings, approving leave and OT to maintain adequate minimum staffing, effecting minor disciplinary measures, providing instruction, establishing quality criteria, monitoring quality criteria, maintaining quality standards, budgeting & contracting, resource utilization, ensuring 24/7 technical coverage, creating training materials and developing standard operating procedure manuals while maintaining professional proficiency. The incumbent receives assignments of a general nature from the Laboratory Manager, PALMS. Subsequent findings and recommendations are used by the Laboratory Manager as the basis for his/her subsequent decision making. Much of the incumbent's responsibilities are self-initiated, such as identifying and correcting problems, and identifying ways of improving the efficiency of the service. In-depth knowledge of general, anaerobic, and special bacteriology, Mycology, Mycobacteriology, Molecular, Parasitology, Serology-Immunology, and Virology as well as agents of Bioterrorism. Subject expert in infectious diseases and subspecialities such as antibiotic stewardship. Represents on Infection control and antibiotic committees. Performs as the representative of the contracting officer (COR) to request and for the receipt of section related supplies. Advises physicians on antibiotics resistance and alternative therapies. Be creative with supply chain issues during shortage and/or peaks of infectious disease testing. Handle Category A and B specimen shipping and handling with specialized mailing containers and conditions. Maintains training current in NJDOH rules & regulations. What you need to qualify
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. A bachelor's degree or higher from an accredited college or university. Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following: (1) Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program. OR (2) The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination. NOTE: Possession of a certification identified in 4c above automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed. Certification. Candidates must meet one of the certification options below. Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MT given by ASCP BOR or AMT. English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified. Supervisory Clinical Laboratory Scientist GS-12 Experience. One year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments. Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs: (A) Knowledge of Federal and state laws and regulations and laboratory accrediting agency regulatory requirements sufficient to develop plans and procedures for the laboratory. (B) Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or the education and training of laboratory staff. (C) Knowledge of concepts, principles, and methods of clinical laboratory technology and operations. (D) Skill in applying leadership principles such as interpersonal relations and conflict resolution. (E) Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions. (F) Ability to plan, organize, set short and/or long-term goals, and conduct studies on technical and administrative problems including personnel shortages, organizational structure, and new technology. (G) Ability to manage fiscal matters, forecast resource and equipment needs, and administer the allocated budget.??????? Preferred Experience: Minimum 5 years of Blood Bank experience with understanding knowledge, skills and ability of supervisory responsibilities including regulatory requirement, turn-around time, instruments, writing SOPs, bidirectional communication with internal and external customers, excellent communication with direct supervisor and subordinates, accreditation process and quality management. Physical Requirements:The incumbent must be able to perform moderate lifting up to 20 lbs., straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
