About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. This position is located at the Naval Health Clinic Quantico Resource Management Medical Treatment Facility (MTF).

Major duties

Review vacancy trends, mission changes, and staffing needs using automated HR systems. Recommend recruitment, reassignment, and workforce alignment actions. Ensure Request for Personnel Actions and Job Opportunity Announcements match staffing priorities and comply with regulations. Track onboarding dates and ensure smooth new hire integration. Document and coordinate organizational changes. Recommend restructuring to reduce redundancies and optimize resources. Process reclassifications and reassignments. Rack performance, retention, morale, and engagement during transitions. Manage automated HR systems, telework, awards, accommodations, and legal actions. Coordinate between supervisors, employees, Civilian Human Resource Agency and legal. Evaluate staffing, manpower use, and workforce processes. Prepare reports and recommendations to improve organizational effectiveness.

What you need to qualify

Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level, GS-09 or GS-11. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Human Resources Liaison at the GS-09 level: Specialized Experience: One year of specialized experience which includes, supporting regulatory research of civilian personnel rules to help provide information to managers and employees; assisting with HR guidance on regulations related to incentives, recruitment actions, and manpower processes; gathering HR data from human resources databases to help produce reliable reports that support decision making. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Basic Requirements for Human Resources Liaison at the GS-11 level: Specialized Experience: One year of specialized experience which includes, overseeing regulatory research of human resources regulatory guidance to provide information to managers and employees; Providing authoritative HR guidance on regulatory requirements governing incentives, recruitment activities, and manpower processes; managing HR data extraction of human resources data to produce reliable reports to support decision making; and recommending improvements to increase efficiency of operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
