What you'd do
Serves as the VISN Business Implementation Manager (BIM) with responsibility for directing, managing and overseeing all Business Office functions, inclusive of all the VA Medical Centers and CBOC's in the VISN 19 network.

**This position is for a Temporary Not to Exceed 1 year detail/promotion, and may be extended and/or made permanent at a later date without further competition.** You may be returned at any time to the position from which you were temporarily promoted/detailed, or to a different position of equivalent grade and pay. The return is not subject to reduction-in-force (5 CFR part 351), performance-based reduction in grade and removal (5 CFR part 432), adverse (5 CFR part 752), or agency administrative grievance procedures (5 CFR part 771) action. Major Duties include: Conducts concurrent and retrospective analysis and auditing of medical records, reporting results and recommending follow up actions. Performs investigations, audits, and fact finding on behalf of senior leadership, OIG, OSC, OMI, and Congressional inquiries. Evaluates and directs the performance of facility business operations, using analysis to identify issues and recommend corrective action. Is a subject matter expert on industry standards such as CMS OPPS/IPPS, DRG, AN98, and non government healthcare billing/collections requirements. Applies analytical, evaluative, developmental, and advisory skills toward recommending improvements in policy, procedures, and structure. Communicates and educates veterans, veteran organizations, and community groups regarding Business Office functions and regulatory changes. Interacts with staff and supervisors across facilities to ensure complete and accurate capture of patient insurance information. Prepares briefing materials and maintains up to date technical familiarity when engaging with high level officials and stakeholders. Justifies, explains, and settles controversial matters with high ranking members of Congress, VA leadership, and external stakeholders. Provides leadership in all areas of patient administration, including admissions, entitlement, scheduling, Community Care, and transcription. Develops performance measures for supervisors and subordinate units, guiding their improvement and direction. Leads major organizational change, revising long range plans, goals, objectives, and adapting structure based on legislative or operational changes. Consults with SES level VISN and facility leadership to make decisions on complex issues affecting 128 sites of care, demonstrating executive level leadership. Maintains expert knowledge of VHA policies across Revenue Operations, Eligibility, Enrollment, Community Care, Medical Records, Coding, HIM, Consult Management, Scheduling, etc. Oversees implementation of new policies and programs approved by headquarters for all Business Office functions. Reviews and approves the substance of facility responses to OIG, OSC, OMI, and Secretary level inquiries to ensure accurate reflection of policy and organizational positions. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: This position may be authorized for telework on an ad-hoc basis at supervisor discretion. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive experience overseeing large-scale healthcare business operations; leading large, diverse, geographically dispersed teams, including senior managers, supervisors, and multi-disciplinary operational staff; conducting high-risk audits, investigations, and fact-finding activities, and producing recommendations that impact enterprise policy and operations; extensive experience in technical health administration functions, federal billing systems, regulatory standards, and specialized programs required to lead VISN wide operations; communicating clear, authoritative and persuasive information to high-ranking officials, internal stakeholders, external agencies, and the public; creating, implementing, and maintaining policies, strategic plans, and long range operational designs across a large system. Preferred Experience: Highly desirable candidates are encouraged to possess a Master of Business Administration (MBA), a Master of Health Administration (MHA), a Baccalaureate (Bachelor's) degree in Business or Health, or three to five years of progressively responsible experience in Business Office operations within Health Care. These qualifications strongly align with the competency level for successful performance in this role and will be given consideration in the evaluation process, though they are not required to qualify.
