This position is located in the Department of Homeland Security (DHS), DHS Headquarters, Management Directorate, Office of the Chief Readiness Support Officer (OCRSO).

Major duties

The Executive Director, Facilities and Operational Support (FOS) provides daily management and oversight for a diverse and critical variety of customer support services, including facilities, real estate projects, property management and accountability, motor pool and transportation, mail screening and delivery, occupational safety and health functions, customer service call center, and other executive customer support activities. Specific responsibilities include: Manages, though subordinate staff and organizations, property and services in support of more than 30,000 personnel. Some of these requirements are in direct support of the shared services mission of the Management Directorate (CHCO, CFO, CPO, etc.). Other support functions are those used by multiple mission components, including motor pool, shuttles, parking, transit subsidy, and mail management. Coordinates with the component Chief Administrative Officers and the OCRSO resource manager to ensure alignment with and delivery of mission requirement. Oversees the acquisition, build out and delivery of new office and support space in the National Capital Region. Implements the business practices developed by the CRSO Office of Sustainability and Environmental Programs. Ensures that programs for administrative services are delivered on time and on budget and meet all service level agreements required by the programs and customers served. Ensures that all space expansion and renovation projects and plans are effective and efficient in accordance with Federal and Department guidance to execute sound capital planning and investment strategies. Enters into and manages contracts and leads approval on service level agreement deployment to provide for multi-component support functions. Prepares an annual budget report for inclusion in the Department's budget submission to Congress, describing the progress in achieving goals. Provides leadership, coordination and customer service to create support policies, procedures, techniques, and tools for major development projects and activities. Identifies new administrative support processes for potential use by the components. Ensures that adequate security and emergency procedures are followed for appropriate facilities and operations, whether maintained in-house or commercially. Also, promotes and facilitates learning opportunities that ensure all DHS employees and contractors are adequately trained in property management, project management, safety and emergency preparedness issues. Manages the occupant emergency program of all facilities under the Director's management. Represents the Department on a variety of administrative services issued with Office of Management and Budget, General Services Administration, Congressional Committees, Inspector General, General Accountability Office, trade associations, and private industry. Represents DHS on public forums and information exchanges with entities such as the Readiness Support Council, National Capital Planning Commission, Commission on Fine Arts, and other interagency forums for improving practices for functional integration, design, modernization, use of property resources, and the development of recommendations for administrative services. Oversees the development and ensures continuity of operations for the OCRSO. Functions include all of the functions performed by Executive Departments and Agencies as defined by the Constitution, statute, regulation, Presidential direction, or other legal authority, as well as all of the supporting functions and associated activities necessary to perform them. Reconstitution Manager for the DHS Headquarters reconstitution includes all of those functions and activities necessary to restore full, normal operations, and thus, performance of all activities. This may include activities such as assessing damage, repairing or replacing facilities and equipment, hiring temporary or new personnel, providing benefits to personnel, recovering and restoring lost records, re-establishing communications, or providing transportation for displaced staff.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated experience to manage the development of programs, policies, and processes of national scope that are critical to the effective support of DHS mission and strategic vision. Incumbent must ensure that programs and policies are implemented and adjusted as necessary, appropriate results are being achieved, and a process for continuous improvement is in place. TQ 2: Demonstrated experience and skill to advocate for and negotiate with individuals and groups often representing widely divergent backgrounds, interests, and points of view. Ability to communicate effectively with individuals within and outside the Department, and to represent the Division, on program and administrative matters. Ability to develop and maintain a network with Component organizations, real property professionals, other federal agencies, State and local governments, and program committee representatives (i.e., Readiness Support Council, National Capital Planning Commission, Commission on Fine Arts) and other interagency forums for improving practices for functional integration, design, modernization, use of property resources, and the development of recommendations for administrative services. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Detailed information on each ECQs, the underlying and fundamental competencies, and information regarding the Structured Interview QRB (SIQRB) Process are available in the "Guide to Senior Executive Service Qualifications and the Qualifications Review Board." Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Veterans Preference: Veterans' preference is not applicable to the SES. Current or Former Political Appointees: OPM must authorize any employment offers made to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Noncareer SES employee in the executive branch, you must disclose that to the DHS Headquarters Executive Services team.
