What you'd do

This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Intelligence and Analysis (I&A). The primary purpose of this position is to provide the full spectrum of intelligence support necessary for the operation of the Department and for the benefit of Federal, State, local tribal and territorial governments and private sector partners throughout the United States and protect our infrastructure. Non-BU: This is a non-bargaining unit position.

Major duties

As a Budget Officer (I&A Chief Financial Officer), GS-0560-15, your typical work assignments may include: Plans, organizes, and carries out a major, substantive budget for a significant program component (the DHS Office of Intelligence and Analysis). Ensures the effective integration of program and budget planning and is fully responsible for both Budget Formulation and Budget Execution for the Office. Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for a bureau or major component(s) of the Department of Homeland Security. Provides advice to senior management on the Federal budget process, projects and analysis of the potential effects of budgetary actions on program viability and the attainment of program objectives. Leading and managing financial teams and leaders supporting the organization's budget and finance. Develop recommends and implements budgetary policies affecting the financing and accomplishment of major national programs. Provides long-range analysis of the potential effects of budget actions on national economic, social, and political objectives. Reviews, approves, disapproves, and recommends the amount and timing of allotments of funds to agency components and programs. Develops proposed appropriation language in support of new or revised program and budgetary requirements. Serves as a Key Leader for managing, overseeing, and executing the budget across the organization. What you need to qualify

Specialized Experience You qualify for the GS-15 grade level if you possess the specialized experience, equivalent to the GS-14 grade level in the Federal government, or public or private sector equivalent. For this position, specialized experience is defined as: Mastery of, and skill in applying, the concepts, principles, laws, and regulations of budgeting and finance. Expert knowledge of the agency/department and the Federal budget process, and all associated policies, directives, procedures, and regulations. High degree of skill in analyzing, interpreting, and applying complex, legislative, policy and regulatory decisions to develop plans, policies, and guidance necessary to adjust the budget during the budget process and the year of execution. Ability to communicate information orally and in writing. Advises Senior officials regarding budgetary tradeoffs and prisonizations both during budget formulation and budget execution. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
