Supervisory Transportation Specialist (Division Chief) (Open to both U.S. Citizens and Federal Employees)
What you'd do
The incumbent in this position serves as the Chief of the Compliance Division. The incumbent directs and manages the Division, within the Office of Enforcement and Compliance and the primary responsibility is the development, implementation, monitoring, and evaluation of the overall goals, objectives, procedures, and methods to improve the safe transportation of motor carriers subject to FMCSA jurisdiction.
Major duties
The Supervisory Transportation Specialist (Division Chief): Provides overall guidance to a staff of specialists with an in-depth and comprehensive knowledge of the motor carrier industry as well as applicable laws, regulations, policies, and procedures. Directs the development and administration of FMCSA policies and guidance to implement safety including development of rulemaking support papers in the event of new legislation. Provides guidance and develops strategies to ensure efficient processes are implemented accurately; to assist the motor carrier industry; and determine options to supplement enforcement efforts. Briefs field staff and enforcement program personnel on the customer service process, enforcement and compliance efforts, and training initiatives, and when needed, serves as an ad hoc instructor. The ideal candidate for this position has experience applying analytical and evaluative principles and measurement techniques to evaluate the efficiency and effectiveness of agency-wide programs; expert knowledge of Federal and State government, policies, directives, and other regulatory guidance as it pertains to motor carriers; skill in oral and written communication to provide technical expertise, policy and procedural interpretations on the policies, directives, and other requirements in a clear, concise manner; and ability to effectively communicate orally and in writing complex and technical information to diverse audiences about FMCSA programs.

Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include: Experience applying governing policies, directives, AND/OR other regulatory guidance related to motor carrier safety and federally regulated compliance and enforcement programs. Experience applying analytical, fact-finding, AND/OR problem-solving techniques through the interpretation of regulations, policies, and guidelines to recommend programmatic changes. Experience with managing resources to review, plan and provide program support and guidance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
