Facility Operations Specialist
What you'd do
This position is located in the Maintenance Department of the Lower Brule Indian Health Center, Lower Brule, SD. The responsible for development operation, coordination and maintenance of the Health Center Facilities Management/Safety program, this includes carpentry, plumbing, electrical work, painting, air conditioning and refrigeration work, heating equipment, boiler plant operations and repair, etc. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
Major duties
Conducts a continuous facilities management program which includes supervisory operation, maintenance, repair and upkeep of building, structures, utility systems and grounds. Recommends programs to assure utilization of buildings, structures, utility systems, equipment and facilities to meet the needs of clinic operation and program requirements. Responsible for planning and implementing the multifaceted hospital safety program designed to furnish quality health care to patients and to protect health care providers and visitors from harm. Conducts periodic reviews of programs and physical environment of the facility to determine compliance with recognized standards and to recommend means of correction. Serves as the Emergency Preparedness Coordinator and keeps current the Emergency Preparedness, and Fire and Emergency Response Plans.

Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. -OR- Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-11: Applicant must successfully completed a Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related -OR-Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- to two-story buildings to larger structure(s), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
