What you'd do

This position serves as the Deputy Director for the Office of Strategic Integration, providing executive leadership, strategic direction, and oversight of enterprise-wide healthcare transformation initiatives. Leads complex programs, supervises multidisciplinary staff, advises senior executives, and collaborates with internal and external stakeholders to advance VHA strategic priorities and improve organizational performance.

Major duties

Major Duties include but are not limited to: Provides executive leadership, strategic direction, and oversight for enterprise-wide healthcare transformation initiatives supporting VHA strategic priorities and organizational objectives. Leads the planning, integration, execution, and evaluation of complex, multidisciplinary programs and projects to improve healthcare delivery, quality, safety, efficiency, and patient-centered care. Directs the development of strategic plans, governance processes, performance measures, work plans, and resource management strategies to ensure successful implementation of national initiatives. Advises senior VHA executives on strategic planning, program management, organizational performance, policy implementation, and enterprise transformation efforts. Collaborates with VHA program offices, VISNs, Federal agencies, Veterans Service Organizations, and other internal and external stakeholders to build strategic partnerships and advance organizational initiatives. Conducts organizational analyses and evaluates program effectiveness to identify risks, improve business processes, optimize resource utilization, and support continuous performance improvement. Represents the Executive Director and senior leadership during executive meetings, national workgroups, and interactions with Federal agencies, congressional stakeholders, and professional organizations. Oversees the planning, budgeting, coordination, and execution of multiple enterprise initiatives while monitoring project milestones, organizational performance, and program outcomes. Supervises subordinate supervisors and professional staff by directing workforce planning, establishing performance expectations, evaluating employee performance, resolving personnel issues, and promoting employee development. Serves as a principal advisor to executive leadership on healthcare transformation, strategic integration, organizational change management, and enterprise program execution. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: Eligible as determined by the agency policy. Will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Lead enterprise-wide strategic initiatives and complex programs by directing multidisciplinary project teams, establishing strategic priorities, integrating organizational resources, and managing large-scale initiatives that improve healthcare delivery, organizational performance, and mission outcomes. Analyze and evaluate complex organizational programs and business processes by applying qualitative and quantitative analytical methods, process improvement principles, and program evaluation techniques to identify risks, improve operational effectiveness, and develop recommendations supporting executive decision-making and organizational transformation. Provide executive-level leadership and consultation by advising senior leaders on strategic planning, program management, organizational improvement, policy implementation, and enterprise initiatives; preparing executive briefings and recommendations; and collaborating with internal and external stakeholders to achieve organizational objectives. Supervise and develop a multidisciplinary workforce by directing subordinate supervisors and professional staff; establishing performance expectations; managing workforce planning, employee development, and organizational change; and fostering collaboration and accountability to accomplish strategic goals.
