INSTALLATION RESILIENCE ADVISOR

The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential manager / executive candidate; it is not a continuing position and assignment duration is NTE 36 months.
Major duties
DUTY 1: Serves as integrator and advisor for enterprise-wide installation resilience across Department of the Air Force (DAF) activities in matters relating to installation, energy, water, cyber and severe weather resilience and operational energy, to include protection response and recovery. DUTY 2: Analyzes a wide range of strategic information and prepares reports, proposals, briefings, and advocates, as necessary, to express the SAF/IEE enterprise position regarding installation resilience matters at the strategic level. DUTY 3: Serves as the technical lead in a variety of agency and functional area organizations with SAF/HAF offices, OSD offices, the Air Force Installation and Mission Support Center (AFIMSC), the Air Force Civil Engineer Center (AFCEC), as well as the MAJCOM and installation civil engineer staffs. DUTY 4: Leads and identifies the need for special projects related to installation resilience and other matters as directed by the Deputy Assistant Secretary (Infrastructure, Energy, Environment) SAF/IEE.
What you need to qualify
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must have included: 1) Mastery knowledge of global modernization of legacy programs to integrate cutting-edge technical innovations and statutory policies; 2) Comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness; 3) Extensive knowledge and skills in analyzing and resolving conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations; 4) Extensive knowledge of long-term, installation management practices and strategies sufficient to provide guidance to other DoW agencies; 5) Skill as a technical authority applying new theories and standards to problems not susceptible to treatment by accepted and established practices and procedures; 6) High degree of skill in planning, organizing, and directing the work of government and contract personnel and integrating manpower and financial resources into a productive team; 7) Ability to develop, recommend, and implement best business practices; and 8) Ability to communicate effectively, both orally and in writing, sufficient to present and provide expert advice to senior officials and colleagues responsible for broad program operations, recommend solutions and prepare project and staff reports and deal effectively with all levels of management during meetings, conferences, and related activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of a broad range of program management (integrated installation planning, asset management, mechanical, civil, electrical, and environmental), maintenance and sustainment programs for Air and Space Force installation-built infrastructure, and knowledge of Air Force Civil Engineering goals and objectives. Extensive knowledge of a broad range of problem-solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives that enable the incumbent to serve as the leader of a multi-disciplinary group to address installation energy, water, cyber and severe weather resilience into policies, programs, and procedures for infrastructure resilience. Knowledge of change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle, ability to recognize and analyze programs and situations, and develop rules and procedures for timely and economical solutions. Knowledge of applicable HQ USAF instructions, policy, and guidance letters associated with the various asset management, and civil engineer programs along with a general knowledge of programming rules. Ability to research, analyze, interpret, congressional language and regulations, DoD and federal agency rules, and incorporate into Air and Space Force policy and guidance. Knowledge of the AF SPPBE (Strategy, Planning, Programming, Budgeting, and Execution) process cycles and engagement opportunities and budgeting cycles, financial control and budget systems and management. Ability to facilitate and develop long-term strategic plans for the Civil Engineer enterprise to meet assigned missions using collaboration with programming and execution personnel throughout the CE enterprise. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals.
