Program Analyst
What you'd do
This position is located in the Office of Strategic Planning and Analysis within the Office of the Assistant Deputy Under Secretary for Health (ADUSH) for Policy and Planning. The Office of Strategic Planning and Analysis is the VHA leader in analysis that drives strategic decisions and conducts complex quantitative and/or qualitative analysis to assess planning, policy, and health care trends.
Major duties
Major duties include but are not limited to: Analyzes national healthcare trends, workload projections, demographic data, and strategic planning issues to develop recommendations supporting VHA executive decision-making. Conducts complex qualitative and quantitative analyses to evaluate healthcare programs, delivery systems, organizational performance, and strategic initiatives. Develops long-range strategic planning guidance, policy recommendations, performance measures, and planning methodologies for VHA programs and operations. Leads complex healthcare planning studies, special projects, and cross-functional initiatives involving multiple organizations and stakeholders. Provides expert analysis and technical support for healthcare forecasting, workload projections, capital planning, and healthcare delivery studies. Develops executive briefings, reports, policy papers, and recommendations to support senior leadership decisions on national healthcare planning and policy. Collaborates with VHA program offices, VISNs, external organizations, and consultants to support enterprise strategic planning and policy development. Evaluates strategic goals, program performance, and organizational outcomes, recommending improvements to planning processes and healthcare delivery models. Serves as a subject matter expert on healthcare planning, policy analysis, forecasting methodologies, and strategic planning initiatives. Advises senior leadership on emerging healthcare issues, legislative impacts, and long-range strategies affecting the Veterans Health Administration. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: Eligible as determined by the agency policy. Will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Resume must support 3 of the 4 examples below: Conduct complex qualitative and quantitative analyses by integrating multiple internal and external data sources to evaluate healthcare programs, assess healthcare delivery systems, identify emerging trends, and develop evidence-based recommendations that support strategic planning and executive decision-making. Develop and implement strategic healthcare planning initiatives by designing planning methodologies, evaluating organizational performance, developing policy recommendations, and creating long-range strategies that support agency goals, healthcare delivery, and program effectiveness. Lead complex projects and multidisciplinary studies by planning and coordinating analytical efforts, establishing project objectives and methodologies, managing stakeholder collaboration, and delivering recommendations to address enterprise-wide healthcare planning and organizational challenges. Advise senior leaders and communicate complex analytical findings by preparing executive briefings, reports, and presentations; providing expert consultation on healthcare planning and policy issues; and collaborating with internal and external stakeholders to support strategic initiatives and organizational decision-making.
