Program Analyst
What you'd do
This position is located in the Office of Strategic Planning and Analysis within the Office of the Assistant Deputy Under Secretary for Health (ADUSH) for Policy and Planning. The Office of Strategic Planning and Analysis is the VHA leader in analysis that drives strategic decisions and conducts complex quantitative and/or qualitative analysis to assess planning, policy, and health care trends.
Major duties
Major duties include but are not limited to: Analyzes healthcare trends, strategic initiatives, and policy issues to support VHA strategic planning and organizational decision-making. Conducts complex studies and program analyses to evaluate organizational effectiveness and develop recommendations for policy, process, and operational improvements. Develops strategic guidance, policy recommendations, executive briefings, reports, and other analytical products for senior leadership. Coordinates with Central Office and field organizations to support the development, review, and dissemination of strategic planning products and organizational initiatives. Advises leadership on strategic planning, policy development, organizational processes, and administrative management issues. Plans, coordinates, and facilitates meetings, conferences, and special projects supporting the Office of the Assistant Deputy Under Secretary for Health for Policy and Planning. Leads or participates in cross-functional projects and studies involving healthcare policy, planning, and organizational improvement initiatives. Conducts qualitative and quantitative analyses of programs and organizational operations to identify issues, evaluate effectiveness, and recommend solutions. Provides expert consultation and technical guidance on planning, policy, and administrative matters to internal and external stakeholders. Prepares and reviews written correspondence, reports, policy documents, and presentations to support executive decision-making and organizational objectives. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: Eligible as determined by the agency policy. Will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Resume must support 3 of the 4 specialized experience listed below: Analyze and evaluate complex healthcare programs, policies, and organizational operations by applying qualitative and quantitative analytical methods to assess program effectiveness, identify trends, develop recommendations, and improve organizational performance and strategic outcomes. Develop strategic plans, policy recommendations, executive briefings, and organizational guidance by researching healthcare issues, interpreting regulations and policy, synthesizing complex information, and advising senior leadership on planning and program initiatives. Lead and manage complex studies, special projects, and cross-functional initiatives by establishing project objectives, determining methodologies, coordinating stakeholders, evaluating results, and delivering recommendations that support organizational priorities and executive decision-making. Communicate and consult effectively with senior leaders and diverse stakeholders by preparing and presenting written and oral reports, providing authoritative advice on planning and policy issues, and building collaborative relationships to resolve complex organizational challenges.
