SUPV COMMUNITY PLANNER/NATURAL RESOURCES SPECIALIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST
What you'd do
You will serve as a Supervisory Environmental Planner in the Environmental Planning and Conservation Product Line, Environmental Production Support Division of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.
Major duties
You will supervise, oversee, and lead environmental planning and associated decision-making. You will supervise, oversee, and provide environmental planning consultation services, technical guidance, and general assistance to supported activities regarding large or complex environmental planning, NEPA, and environmental compliance. You will oversee, prepare, and review special environmental studies assessing the environmental impacts of military operations, programs, exercises, construction projects, and force alignments. You will perform analytical work to contribute to the development of mitigating measures to avoid and minimize environmental impacts. You will coordinate and ensure the preparation of technically sound, compliant, safe, timely, and cost-effective products and services with a focus on complex or unique projects.
What you need to qualify
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying to the 0819 Environmental Engineer series. Your license must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package if applying for the 0819 Environmental Engineer series. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing or leading a team of environmental professionals, scientists, or engineers in the execution of environmental planning projects/programs, related studies, and regulatory consultations/permits; 2) Managing complex environmental planning programs to ensure compliance with the National Environmental Policy Act (NEPA), Department of War (DoW) and Department of the Navy (DoN) environmental policies, and other applicable federal, state, and local statutes/regulations; 3) Overseeing, reviewing, and approving complex environmental planning documents, including Environmental Impact Statements (EIS), Environmental Assessments (EA), and Categorical Exclusions (CATEX) in support of military construction (MILCON), infrastructure projects, and military training and operations; 4) Serving as a technical authority to negotiate and coordinate with external regulatory agencies (e.g., National Marine Fisheries Service, U.S. Fish and Wildlife Service, State Historic Preservation Offices, and State environmental/resource protection agencies) to resolve complex environmental compliance and mitigation issues; 5) Planning, executing, and overseeing budgets, contracts, and schedules for environmental planning initiatives to support Navy and Marine Corps missions and readiness.
