What you'd do

In this position you will serve as a Grain Marketing Specialist responsible for carrying out a variety of complex and critical functions related primarily to the administrative functions, assistance to the Director of Field Management Division, to Field Office Managers (FOMs) and the developmental oversight of the training requirements for technical personnel within one or more field offices of the Grain Inspection system.

Major duties

The duties may include, but are not limited to: Serves as a recognized authority and participates with various Field Office Managers (FOM’s) in recommending revisions, modifications, new program policies or procedures. Assists Field Office Managers (FOMs) and Assistant Field Office Managers (AFOMs) with assessments and evaluations of official services handled by the field offices Serves as a recognized authority in the analysis, evaluation, maintenance, support and training of Grain Inspectors/Technicians for technical program activities. Recommends actions to minimize adverse impacts and maximize potential benefits to the business process and operations. Analyzes feasibility studies, proposals, and in-depth analyses of current requirements and forecast trends and future needs. Evaluates business needs having impact throughout a major organizational component against short- and long-range objectives. Identifies, schedules and provides training for all official personnel through officially established procedures.

What you need to qualify

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing administrative operations by developing and implementing uniform procedures and business processes that support consistent and efficient execution across multiple field offices. Coordinating national training and development programs for technical and administrative personnel, ensuring timely completion of mandatory requirements. Managing and coordinating hiring and personnel actions by supporting recruitment and selection activities and ensuring alignment with agency requirements. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
