Emergency Management Specialist (APHIS Dispatch Coordinator)
What you'd do
The Dispatch Coordinator serves as a member of the APHIS Dispatch team in the Emergency Management Branch which is responsible for ensuring APHIS-wide readiness and response in the event of an animal or plant health emergency or event.
Major duties
The duties may include, but are not limited to: Leads coordination efforts with APHIS Dispatchers to ensure the successful notification and deployment of incident response and management teams, single resources, and supporting equipment. Coordinates with APHIS Program contacts to mobilize agency responders nationwide to meet emergency needs, direct resources, and coordinate resource requirements with internal stakeholders. Oversees database management activities supporting APHIS dispatch and response systems, to include the verification and upkeep of emergency notification system and dispatch system data. Monitors system performance and manages parameters to provide reliable response to front-end users. Aggregates data from multiple systems to create periodic readiness reports, conducts data trend analysis, and provides results to leadership for incorporation into strategic policy. Facilitates testing for dispatch credentialing and documents results for inclusion into readiness metrics and performance plans.
What you need to qualify
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Provides advice and guidance on the Animal and Plant Health Inspection's emergency mobilization processes and assists the Agency's emergency management personnel to deploy their resources efficiently and effectively. Maintains the accuracy and availability of dispatch data to be incorporated into reporting products delivered to executive-level leadership and emergency management personnel. Utilizes the Animal and Plant Health Inspection's response information systems to accurately dispatch responders to the location where they are needed with the information necessary to begin their deployment. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in the fields of Emergency Management, Homeland Security, Public Policy, or closely related. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
