What you'd do

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent provides advice and assistance to the Division Director on all aspects of Division contracts, finances, facilities, and manpower to conduct Joint Chiefs of Staff (JCS) mandated Joint Interface Training in accordance with the Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 33265 .02, Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3500.03 and Joint Pub 3-35.

Major duties

As a RESOURCE MANAGEMENT SPECIALIST (COR/BUDGET) at the GS-0301-13 some of your typical work assignments may include: Serves as a Senior Specialist on all aspects of Division resource and program management functions including all contracts, finances, facilities, and manpower. Evaluates effect on current and future operations with respect to the indicated limitations of the Joint Targeting School's resources. Assures satisfactory performance, timely delivery, and overall compliance with the terms and conditions of established contracts, including resolution of problems concerning the obligations of the parties. Builds acquisition packages, to include market research, cost estimates, and sole source or limited source justification, if applicable, for submission in Defense Agencies Initiative (DAI) Applies a variety of administrative and analytical duties connected with the formulation, justification, presentation, and evaluation of the Joint Targeting School's budget. Ensures that planning, program management, and governance of Joint Targeting School's unique technological challenges, individual projects, and overall technology program are executed IA W rules and regulation

What you need to qualify

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies contract management, conflict of interest, standards of conduct, personal versus non-personal services, unauthorized commitments, terms and conditions, contract types, contract writing and contract modifications to ensure the implementation of effective acquisition strategies; Utilizes Contracting Officer's Representative (COR) duties and responsibilities to include acquisition, contract management, contract award, and administration policies procedures, and techniques, and evaluation and control systems sufficient to award and administer a wide variety of major contractor performance, management, and progress toward meeting ultimate objectives on contracts covering major systems or programs, major subsystems or components, on which significant accountability is required; Applies acquisition procedures to include the management and use of the Joint Staff DAI, Wide Area Workflow (WA WF), and the Government Purchase Card program to build acquisition packages; Applies management and organizational principles and practices along with a comprehensive knowledge of planning, programming, budgeting and execution (PPBE) regulations, guidelines and processes to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives; Apples military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, e.g., management of agency research operations, or staffing requirements for new or substantially altered training or operational missions and programs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
