Management and Program Analyst
What you'd do
If selected for this position, you'll serve as the Chief of Staff to the Assistant Chief Information Officer for the Animal and Plant Health Inspection Service. You'll be working to support overall operations including coordinating data calls, managing meetings, providing leadership for project management initiatives, providing administrative analysis, and serving as a liaison to other Information Technology leaders and stakeholders.
Major duties
The duties may include, but are not limited to: Develops recommendations for the Assistant Chief Information Officer (ACIO) regarding principles, policies, and guidelines for all information management activities within the Agency. The incumbent participates fully with the ACIO in developing, recommending, directing, and reviewing programs, policies, and procedures, and modifications to existing programs, policies, and procedures. On an ongoing basis, the employee evaluates various operational functions and works on behalf of the ACIO to issue instructions and final determinations. Provides leadership in formulating policies that are integrated with Agency, Department, and Government-wide objectives for information technology. Oversees the work performed by the Program Specialist, who provides administrative support for MRP-ITD, including travel, time and attendance, and purchase card processing. Leads the development, planning and execution of regular Investment Review Boards for both agencies in the Marketing and Regulatory Programs Mission Area.
What you need to qualify
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Working with program/unit leadership to ensure that services meet regulatory and policy requirements, financial constraints, and service level agreements. Using qualitative and quantitative analysis to review policies, procedures, and services and make recommendations to improve effectiveness. Developing written and verbal content to provide updates to, talking points for, or persuade senior leaders and executives. Partnering to ensure that financial requests to support programmatic activities are coordinated from an appropriations and budget perspective. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
