What you'd do
This position serves as Branch Manager within the Office of Advanced Aviation Technologies (AAT), directing nationally significant programs involving the integration, governance, compliance assurance, and operational readiness of emerging aviation technologies within the National Airspace System (NAS). Selectee will be placed within an AUS/AAT Branch Position.
Major duties
The Program Manager plans, directs, coordinates, and evaluates enterprise-wide initiatives supporting the integration, governance, oversight, compliance assurance, and operational readiness of advanced aviation technologies within the National Airspace System (NAS). Manages the work of a large, multi-level organization typically through subordinate managers. Integrates work of multiple organizations to meet strategic goals of the organization and the Federal Aviation Administration (FAA), participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. Works collaboratively with organizations possessing regulatory inspection and enforcement authority to ensure oversight activities are coordinated, findings are analyzed, and organizational improvements are effectively implemented. Applies detailed knowledge of aviation technologies to direct the technical aspect of the development, integration, and implementation of enterprise governance frameworks supporting advanced aviation technology programs, ensuring organizational activities are aligned with agency priorities and coordinated across Lines of Business. The work includes complex projects/programs based on the objectives of the major subdivision, the Office of Advanced Aviation Technologies (AAT), and frequently the FAA. Organizes programs and activities in accordance with the mission and goals of the organization. Develops new programs to support the strategic direction of the organization. Directs the work of subordinate employees and/or managers leading multidisciplinary teams responsible for evaluating existing policies and analyzing complex technical, operational, and organizational issues affecting emerging aviation systems across multiple organizational units, projects, or programs within a major subdivision. Oversees the identification of policy areas requiring modification, clarification, or development and ensures advanced aviation technology initiatives are evaluated from an enterprise perspective, considering operational feasibility, safety implications, regulatory compliance, workforce impacts, and integration within the National Airspace System (NAS). Coordinates with FAA organizations to ensure appropriate oversight, inspection, certification support, operational controls, and compliance mechanisms are incorporated into emerging technology programs. Establishes oversight methodologies, accountability structures, performance measures, and reporting mechanisms to ensure effective implementation of FAA policies, procedures, and operational requirements. Oversees risk management for program success, identifying potential challenges and implementing strategic mitigation plans. Conducts regular risk assessments, provides guidance to staff on risk prevention, and ensures timely resolution of emerging issues to maintain operational stability and program effectiveness. Provides guidance for the development of risk-based methodologies for monitoring organizational performance, evaluating operational effectiveness, and assessing implementation of FAA policies and procedures. Evaluates emerging challenges, operational trends, technology developments, and stakeholder requirements to identify future organizational needs and develop strategic adjustments. Provides direction for compliance assurance activities involving organizational assessments, program evaluations, operational readiness reviews, and implementation monitoring. Reviews performance data, assessment results, inspection findings, audit outcomes, and program evaluations to identify systemic issues and recommend corrective actions.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is: Experience planning, directing, coordinating, and evaluating initiatives that supports the integration, governance, oversight, compliance assurance, and operational readiness of technologies. Experience evaluating emerging challenges, operational trends, technology developments, and stakeholder requirements to identify future organizational needs and develop strategic adjustments. Experience developing and implementing new programs or initiatives, aligning program activities with strategic goals and mission requirements.
