Major duties

Coordinates, monitors, and supports the nationwide administration of FSA earned time credits and related risk assessment processes. Provides operational guidance to institutions and regional offices on time credit application, eligibility, and statutory requirements and supports correctional decision-making that directly affects inmate custody determinations, prerelease placement, and supervised release eligibility. Works in close liaison with the U.S. District Courts, U.S. Probation Offices, state agencies and institutions, U.S. Parole Commission, U.S. Marshals Service, Immigration and Customs Enforcement, and various other agencies and divisions of the Department of Justice.

What you need to qualify

To be considered for the position, you must meet the following qualification requirements: Basic Requirement: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. AND In addition to the basic requirements, applicants must also have: Education: There is no substitution of education for specialized experience for this position. Experience: Some examples of this qualifying experience are: Experience managing a complex federal program involving eligibility determinations, compliance tracking, and policy implementation affecting hundreds of participants. Experience in interpreting federal statutes and regulations to make eligibility decisions, resolve discrepancies in program documentation, and collaborate with legal counsel to ensure decisions aligned with current case law. Experience monitoring program outcomes and providing reports to senior leadership on program effectiveness and areas requiring procedural improvements. Experience conducting detailed analysis of inmate records, sentencing documents, and custody classifications to determine program eligibility and calculate benefits under federal guidelines and reviewing complex sentencing orders, judgments, and commitment documents to identify applicable statutory provisions and exclusions. Experience maintaining accurate databases, and tracking participant progress and program completion. Experience coordinating evidence-based recidivism reduction programs and productive activities for justice-involved populations. Experience assessing individual risks and needs using validated assessment tools and assigned appropriate programming based on assessment results. Experience tracking participant completion of educational, vocational, and behavioral programs. Experience in responding to inquiries from legal representatives, program participants, and oversight entities regarding complex eligibility criteria and program requirements, preparing briefing materials, memoranda, and reports, documenting policy interpretations and program statistics. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
