About the Position: Hours of work range in 7:30 - 4:00, Monday-Fri and closed on all Federal Holidays. Office space is setup with the privacy needed to counsel Service Members (SM) on their findings but close enough to co-workers if assistance is needed. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Major duties

Counsels military personnel from all branches of the uniformed services, retirees, and the families of those being processed through the Army physical Disability Evaluation System (APDES) on their rights, benefits, privileges, or obligations Plans work to be performed by subordinates by assigning work based on priorities, difficulty and requirements of assignments, and capabilities of employees. Uses an automated databases to document progress, concerns or other issues relevant to Soldier cases. Provides statistical information to Military Training Facility (MTF) and Regional Medical Command on the status of Medical Evaluation Board (MEB)/Physical Evaluation Board (PEB).

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for LEAD HEALTH SYSTEM SPECIALIST (PEBLO): Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes:1) Counseling military personnel from all branches of the uniformed services, retirees, and the families of those being processed through the Physical Disability Evaluation System on their rights, benefits, privileges or obligations; 2) Applying ICD coding techniques and VA Schedule for Rating Disabilities criteria to review and interpret medical documentation; 3) Performing advisory services for specific requests, conducting interviews and motivating customers to use benefits and services; 4) Preparing Continuance On Active Duty and Continuance On Active Reserve requests as well as extensions to active duty or Active Guard Reserve; and 5) Entering data into the Medical Evaluation Board Internal Tracking Tool database. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
