Correctional Program Officer (Administrator, First Step Act Branch)

Major duties
Serves as the BOP senior authority for the FSA and provides executive-level oversight, direction, guidance, coordination, and evaluation of all FSA related policies, programs, resources, budget, staffing, training, and statutory implementation across the BOP, including FSA Time Credits, evidence-based recidivism reduction and productive activity programming. Exercises managerial authority to ensure nationwide compliance with statutory mandates, Department of Justice (DOJ) guidance, and BOP policy while advancing the BOP's mission of public safety, rehabilitation, and successful reentry. Provides national directives to institutions, regions, and Central Office staff. The incumbent is involved in a wide range of First Step Act related activities pertaining to the management of inmates committed to the custody of the Attorney General and under the care of the Federal Prison System.
What you need to qualify
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1)understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions;(2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3)training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: Experience leading a national implementation and ongoing administration of complex statutory programs. Experience in overseeing policy execution across multiple facilities, ensuring consistent application of earned time credits, risk and needs assessments, and evidence-based recidivism reduction programs. Experience with coordinating with leadership to resolve operational challenges, standardizing procedures, while ensuring alignment with statutory and regulatory requirements. Experience developing, interpreting, and refining policies related to inmate classification, time credit calculation, and community placement. Experience with leading working groups and task forces to address emerging policy issues and legislative changes. Experience leading large-scale correctional initiatives focused on inmate rehabilitation and successful community reintegration. If applicable, credit will be given for paid and unpaid experience.
