Major duties

Serves as a Senior Administrative Contracting Officer (ACO) for one or more multidivisional, defense-oriented corporations. Negotiates and accomplish complex contractual actions, including insurance pension policies, advance agreements, and divisional and/or corporate office expenses. Coordinates with the Defense Contract Audit Agency (DCAA) to negotiate contract forward pricing rates and resolve or disposition open indirect cost rates. Disseminates information and advise varying levels of leadership regarding major problems related to corporate policies and procedures. Performs corporate Cost Accounting Standards (CAS) administration and ensure corporate-wide implementation. Acts as a team leader, coach, and facilitator, providing training, guidance, and peer reviews to integrate strategic plans into team goals. Keeps abreast of strategic industry communications, market conditions, and corporate financial data to represent the government effectively in high-level negotiations. Prepares comprehensive negotiation packages, Memorandums of Agreement, and required Administrative Contract Officer agreements.

What you need to qualify

To qualify for a Contract Administrator, your resume and supporting documentation must support A, B, AND C below: A. Basic Contracting Requirement: A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "1" above. B. Contracting Officer Requirement: Four (4) years of experience in a contracting or related position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Negotiating and administering complex, multidivisional contract actions for a mid/large sized company, such as forward pricing rates, advance agreements, final indirect costs, and Cost Accounting Standards (CAS). Serving as a technical expert or team leader, providing mentorship, guidance, and strategic direction to contract administration personnel. Enacting strong analytical and negotiation skills required to resolve complex audit findings, settle highly controversial corporate issues, and evaluate financial/business management indicators. Demonstrating advanced communication and business report writing sufficient to build consensus among corporate executives and government officials, and to independently develop well-documented negotiation positions.
