MEDICAL SERVICES PROGRAM MANAGER (T32)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MEDICAL SERVICES PROGRAM MANAGER (T32), PD# D3550000 and is part of the RI JFHQ Medical Detachment. Purpose is to plan, coordinate, direct, and implement the medical readiness administrative programs of the state and provide oversight/supervision for the other programs located in the Office of the State Surgeon.
Major duties
Exercises supervisory personnel management responsibilities over the Office of the State Surgeon professional positions, such as: Behavior Health Providers, Physician Assistants, Nurse Practitioners, Nurse and Medical Case Management, federal employees AGRs, State Employees, Contracting Officer's Representative, Health Systems Specialists, Occupational Health Nurse, Industrial Hygiene, surge temporary work, to include but not limited to Full-Time National Guard Duty for Operational Support (FTNGD-OS). Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommend awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepare documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Manages processes and procedures by planning, coordinating and providing guidance and policy for all medical actions within the state. Direct responsibilities include, but are not limited to: command health programs, Deployment Health Assessment Programs; medical/dental aspects of mobilization and demobilization, health services medical administrative programs, CONUS and OCONUS deployment operations, DSCA contingency operations and State Active Duty (SAD),State Partnership Program, medical education, sustainment, proficiency training, credentialing of health care professionals; and fiscal management, policy development and implementation. Oversight for ARCP, DES, and LOD programs. Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations. Coordinates with support organizations to assure an integrated approach to the solution of problems. Assesses the impact of changes in or to the medical program and coordinates with all principal parties to ensure that these changes do not exceed core capabilities. Develops procedures for correcting deficiencies to improve effectiveness. Confers with applicable support functions to ensure that medical requirements are satisfied. Programs managed are substantial and subject to frequent change and include unpredictable and unique problems for which there is no precedent. Manages resources budgeted to the state for medical programs (NG6H, VSPV(BH), RHRP. VWMD, PRAT(Incap), Class VIII and IX, medical maintenance, PRSA (Deployment Health Assessment program (DHAP), QNMG). Prepares the annual budget for the state medical readiness program to include funding at state, NGB, and DA sources. Conduct staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, readiness requirements, and new program requirements. Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, and other directorate level staff elements, and as a liaison with all State, NGB, DHA, and other Federal/Military organizations concerning medical resources, plans and operations Serves as liaison between Occupational Health, CST, SPP, M-Day command and medical personnel, and the State Surgeon. Performs other duties as assigned.
What you need to qualify
Military Grades: O-4 through O-6 You must indicate your rank somewhere on your resume. Compatible Military Assignments: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. GENERAL EXPERIENCE: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the Department of Education at the time the degree was obtained. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level
