Administrative Officer

The Office of Research Services provides safety, security, and campus services to the NIH community, and we're looking for a skilled Administrative Officer to join our team as a partner to support ORS program areas. You'll provide expert advice across a range of functions-including HR, customer service, travel, data analysis, financial management, acquisitions, purchasing, and more. Major duties
The Administrative Officer position includes, but is not limited to, the following duties: Develops and advises on administrative requirements for a complex organization and actively participates in developing and implementing administrative management policies. Analyzes organizational priorities and provides a wide range of liaison services to support administrative aspects for a significant agency component. Gathers data and analyzes information for serviced organizations. Analyzes impact of new programs in terms of costs and resources required to support varied levels of program operations. Identifies problem areas, analyzes situations, recommends viable solutions and prepares reports as required. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of administrative programs or operations in meeting established goals and objectives. Human Resources - Coordinates human resources actions and advises staff on IC, agency, and Federal human resources regulations, procedures and policies relative to Federal employees and contract personnel. Facilities Management - serves as the point of contact for problems and inquiries related to the space that employees occupy. Property Management - manages distribution of accountable property, manages property contract, reconciles lost or missing accountable property, and tracks loaned property/issues property passes. Reviews requests for acquisition of surplus property. Time and Attendance--Serves as point of contact for the timekeeping system and oversees other timekeepers in the proper use of the program, e.g. input of employee information. Travel - Interprets policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employee's assigned area(s). Budget and Financial Management - plans, develops, formulates, prepares, executes, monitors, and/or forecasts organizational budgets.
What you need to qualify
You qualify at the GS-11 level, if you meet one of the following qualification requirements: Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related OR You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:1) Participating in the preparation and execution of organizational budgets. 2) Reconciling monthly expenditures against allocated funding. 3) Drafting specifications and statements of work for service contracts and equipment leases, including conducting negotiations with vendors. 4) Assisting in performing general administration and advisory services and/or functions, such as time and attendance, human resources services, facilities management, property management, and space/logistics, safety/security OR A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-12 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Preparing, executing and monitoring organizational budgets. 2) Analyzing and evaluating financial information to assess overall financial performance of an organization and making recommendations to improve performance. 3) Developing acquisition plans and cost estimates; monitoring contract performance and compliance with terms and conditions of purchase orders. 4) Verifying accurate distribution of accountable property and resolving property management discrepancies. 5) Providing advice on staffing and recruitment issues. You qualify at the GS-13 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Planning, developing, executing and monitoring budgets with many different sources and types of funding. 2) Performing contract administration duties including planning and managing contract and equipment leases. 3) Serving as approving official for requisitions of equipment, supplies, and other materials and services. 4) Providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution. 5) Developing standards/policies/procedures involving administrative functions in an organization.
