THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD This National Guard position is for a HR SPECIALIST (STAFFING/CLASSIFICATION), Position Description Number T5931000 and is part of the NM HR Office, National Guard.
Major duties
This position is located in the JFHQ-State Human Resources Office (HRO). The purpose of this position is to perform work in two HR Specialties with no less than 25% each. Up to four specialties may be assigned for a total of 100%. This position services both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. COMPENSATION: Administers and provides oversight for the use of special employment programs (e.g., Upward Mobility, or DoD Priority Referral System) to ensure the continuance of a balanced placement program. Provides technical advisory services for the State organizations in areas of staffing such as transfer of function, reorganization, hiring authorities, permanent change of station expenses, relocation services, advanced-in-hire rates under superior qualifications, dual compensation, recruitment, and retention incentives. Implements regulations and programs such as recruitment and relocation incentives, retention allowances, and/or hiring freezes/authorizations. Analyzes technician and payroll information to identify and resolve complex pay-setting errors or discrepancies. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. Administers and provides oversight for technician permanent change of station/relocation actions. Initiates process for the most complex transportation agreements and reviews agreements drafted by lower graded specialists. Completes travel orders authorizing various entitlements. Obtains necessary funds from NGB or State Comptroller as appropriate. Provides counseling to employees on entitlements, rights, and obligations. Reviews requests for extension of temporary quarters and makes recommendations for approval. INFORMATION SYSTEMS: Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. POSITION CLASSIFICATION & POSITION MANAGEMENT: Manages full-time manpower requirements for the state. Reviews determinations of ANG/ARNG manpower requirements/authorizations derived from the Unit Manpower Document (UMD) and Voucher. Ensures requirements/authorizations are properly distributed according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; Modified Table of Organizational Equipment (MTOE) and Table of Distribution and Allowances (TDA) or other methodologies used in justification of manpower requirements. Assists with or implements classification releases and related manpower changes. Reviews requests for personnel and position actions to determine impact on position classification and position management matters. Develops Statements of Difference and amendments to standard position descriptions as required for purposes of restructuring grades for recruitment, upward mobility, etc. RECRUITMENT AND PLACEMENT: Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Plans for and administers the merit promotion and recruitment/ placement program. Educates commanders, managers, and supervisors on a wide range of programs, regulations, and policies regarding hiring of federal employees. Responds to inquiries and provides recommendations to resolve complex interrelated HR issues regarding recruitment and placement matters from the serviced workforce and coordinates with NGB-HR as required. Attends national recruitment and placement workshops. Performs the full scope of HR staffing work related to hiring, advertisement, qualification, selection, and onboarding actions. Performs qualification analysis of eligible applicants and adjudication of qualification appeals. Maintains documents associated with hiring actions. Reviews and analyzes statistical data concerning recruitment and placement functions, end strength and man-hour utilization and makes recommendations to supervisors for improvements. Evaluates work processes, provides training, and ensures accuracy and applicability according to regulatory and statutory guidance. Recommends effective and alternative actions where needed. Create and publish new and recurring vacancy announcements using automated system (i.e.: DCPDS or USAJobs) Performs other duties as assigned.
What you need to qualify
SPECIALIZED EXPERIENCE: GS-09- Must have at least one year specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. GS-11- Must possess specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
