About the Position: This position is located within Directorate of Resource Management Managed Care at Army Community Hospital Blanchfield in Fort Campbell, Tennessee. This is a Direct Hire Solicitation.
Major duties
Develop strategic goals, operational objectives, performance measures, and/or processimprovement initiatives supporting beneficiary access to care, referral management, patientadvocacy, and customer service operations. Monitor program performance through workload analysis, access metrics, referral processing data, patient experience indicators, and beneficiary feedback. Direct and oversee the Referral Management Office and associated access-to-care functions. Establish procedures and performance standards to ensure timely processing of referrals, coordination of specialty care services, optimization of military treatment facility capabilities, and appropriate utilization of network resources. Develop policies, procedures, and operational guidance supporting referral management activities and beneficiary access initiatives. Direct and oversee the Patient Advocacy Program, Ombudsman Program, and Health Benefits Advisor Program. Exercise full supervisory responsibility for assigned personnel within the Managed Care Division.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) analyzing healthcare administrative operations to identify trends to improve processes and/or services; (2) utilizing healthcare information systems and/or automated databases to analyze data; (3) developing and/or implementing policies, procedures, and/or process to improve organizational efficiency; and (4) leading, coordinating, and/or assisting with oversight of administrative staff within a healthcare organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
