What you'd do

Located in the Orlando VA Medical Center, the Program Analyst performs duties directly contributing to the administrative and data management of Orlando Veteran Affairs Health Care System (OVAHCS) under the Ambulatory Care Operations Director/Group Practice Manager. Provides mission critical analysis and data to support the development of a more comprehensive, coordinated, and patient care driven healthcare system. This requires the position to operate independently on behalf of the ACOD/GPM.

Major duties

The Program Analyst will perform the following duties as assigned: Advise and analyze data for various programs involving resourcing, provider mapping, access, etc. Interpret administrative policies, develop recommendations, define administrative requirements. Recommend resources that may be required to support varied service programs based on data analytics. Advise Management. Participate in meetings, conferences, and calls with management. Identify problems that involve new or revised policies or procedures and brings them to the attention of senior management for appropriate action. Performs staff work in short and long-term planning efforts. Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements and expectations. Compiles reports and create dashboards. Analyze utilization and process improvement across the health care system. Perform data management duties. Performs ADPAC related duties. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: For GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED). For GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently routinely evaluate and analyzing several programs, compiles final reports, including comprehensive analyses and establishes process controls, Provides analysis and recommendations on incorporating data-related activities into operations, Perform functions associated with accurate data processing and system maintenance, developing recommendations for improvement in program operations to promote efficiency and cost savings, systems variations and acceptance of new technology development, Create and designs training aids/materials (PowerPoint, Word, Graphs, Charts) to assist management for service training as required. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.. Preferred Experience: Experience in SQL, VISTA, Pyramid Analytics, and VSSC. Microsoft Software (Word, PowerPoint, SharePoint, Excel, POWERBI, and PowerApp, etc.) Excellent Customer Service, knowledge in building strong coalitions and relationships.
