CONTRACT ADMINISTRATOR
What you'd do
You will serve as a CONTRACT ADMINISTRATOR in the Contract Division of NSTC GREAT LAKES.
Major duties
You will monitor and oversee accession training procurement activities, ensuring requirements align with short- and long-term command actions. You will draft acquisition plans, technical specifications, and Statements of Work (SOWs) for command hardware, software, and training systems. You will lead post-award conferences, negotiate contract modifications, and manage procurement system accounts (Navy-ERP, WAWF, PD2). You will coordinate Contracting Officer Representative (COR) functions across commands and independently resolve complex contracting disputes. You will provide regulatory procurement advice to command leadership in coordination with legal counsel. You will manage procurement strategies, policies, and tuition compliance for NROTC Educational Service Agreements (ESAs) with universities. You will formulate long-range educational procurement plans and evaluate state and federal legal applicability. You will train and evaluate domain CORs and Technical Assistants on contract compliance and oversight procedures. You will investigate labor and performance issues, review claims, determine allowable costs, dispose of government property, and finalize contract closeouts. You will lead hiring efforts, identify training opportunities, and resolve employee grievances under EEO guidelines.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying contract administration principles to manage and oversee complex contract types, such as fixed-price, cost-reimbursement, and incentive contracts, throughout the entire acquisition lifecycle; 2) Conducting price and cost analysis on proposals to establish negotiation positions, resolve invoice issues, and process modifications; 3) Managing contract terminations (convenience or default) by evaluating settlement proposals, resolving disputes, and executing closeouts; 4) Developing and implementing quality assurance surveillance plans (QASPs) and utilizing various oversight techniques to monitor and evaluate contractor performance against technical and administrative contract requirements; 5) Interpreting and applying federal and state laws impacting tuition policies and agreements to administer contracts and Educational Service Agreements (ESAs) with colleges and universities. NOTE: All experience must be fully demonstrated in your resume to be considered for the position. This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
