Facility Operation Specialist
What you'd do
Join the Indian Health Service as a Facility Operations Specialist with the Great Plains Area Regional Drug Dependency Unit in Winnebago, NE. Oversee facility operations, maintenance, construction, utilities, safety, and emergency preparedness programs, while managing projects, equipment, and regulatory compliance to support a safe and efficient healthcare environment. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
Major duties
Manages facility maintenance, repair, utilities, grounds, equipment, and preventive maintenance programs. Plans and oversees construction, renovation, repair, and equipment replacement projects. Develops facility budgets, work plans, procurement requests, and service contract requirements. Administers facility safety, fire protection, emergency preparedness, and regulatory compliance programs. Supervises facility, maintenance, transportation, and security staff and coordinates work priorities and schedules.

BASIC REQUIREMENT(S): Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. -OR- Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other types of structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing facility operations and prevention and corrective maintenance program for buildings, grounds, utilities, and equipment; Planning or overseeing construction, repair, renovation, or equipment replacement projects; Developing budgets, procurement requirements, or service contracts for facility operations; Administering safety, fire protection, emergency preparedness, occupational health, or regulatory compliance activities; And coordinating or supervising facility maintenance personnel, contractors, work assignments, and operational priorities. OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major of study in engineering, industrial arts, property management, or business administration (must provide copy of transcripts at the time of application). OR A combination of specialized experience and education. (Must provide copies of graduate transcripts.) In describing your experience, please be clear and specific. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. You must meet all qualification requirements within 30 days of the closing date of the announcement.
