Major duties

You will develop, collate, and analyze IT/OT cyber security enterprise requirements and translate into technical or contractual specifications. You will track cybersecurity and CIO office data and metrics to ensure compliancy with all CIO-related tasking. You will develop and maintain a command cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures You will reviews IT and control systems programs to assess overall compliance with cybersecurity plans and policies, and alignment with business and mission requirements.

What you need to qualify

You resume must detail a minimum of one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. INFORMATION TECHNOLOGY PROJECT MANAGEMENT - Execute an information technology project from initiation to sustainment to fulfill established requirements that meet specified business missions. IT-related experience demonstrating this competency include: requirements gathering, system deployment, and project life-cycle management. INFORMATION TECHNOLOGY LIFE CYCLE MANAGEMENT - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. IT-related experience demonstrating this competency include: Developing strategic plans and aligning information technology (IT) and operational technology (OT) with network security goals to support an organization's cybersecurity mission.Customer Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Briefing senior leaders on information technology (IT) cybersecurity program particulars (e.g., requirements, schedules, costs, concepts, solutions, deployment, and operation). Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Perform a risk assessment of information technology (IT) and/or Operational Technology (OT) systems to identify cybersecurity vulnerabilities and threats, and recommend solutions for remediation or mitigation. CYBERSECURITY - Protect and defend information and information systems in order to ensure confidentiality, integrity, and availability. IT-related experience demonstrating this competency include: cyber defense analysis, incident response, and vulnerability management. In addition to experience demonstrating the fIVE competencies above, one year of specialized experience equivalent to the GS-13 grade or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1)Awareness of the variety of stakeholders that a CIO4 Division Director must interact with (e.g., Senior leadership, different Business Line & Support Line Managers, Program Managers, various echelon leaders, CIO community, other IT organizations, and industry Partners). 2)A proactive and thorough approach to communication (senior leader to deck plate, feedback loop, follow-up, seeking to understand, etc.) that leverages a variety of means (face-to-face, email, phone, Flank Speed Teams, SharePoint Online, NAVFAC Portal, etc.) 3) Skills in successful budget management such as prioritizing within resource constraints, anticipating future requirements, formulating and defending budgets, identifying cost efficiencies, tracking and projecting funds execution in order to hit targets, etc.4) Project management abilities to include planning, organizing, securing, managing, leading, and controlling resources to implement a specific assignment.
