What you'd do
The U.S. Secret Service (USSS) is seeking a dynamic, results driven Senior Technical Advisor to carry out the overall planning and oversight of the agency-wide strategic direction of technology investments, enterprise architecture, and modernization priorities.
Major duties
As the Senior Technical Advisor within the Office of the Chief Information Officer (OCIO), USSS, you will serve as the principal architect of the enterprise-wide technology vision and strategy for the agency, ensuring alignment with mission objectives, federal mandates, and industry best practices. In this role, you will have overall responsibility for developing multi-year technology roadmaps and digital transformation initiatives to position the USSS for future mission success. Additionally, you will advise the Chief Information Officer (CIO), Deputy CIO, and other senior executives on the strategic direction of technology investments, enterprise architecture, and modernization priorities. You will provide authoritative recommendations on technology adoption, risk management, and resource allocation at the executive level, as well as drive the adoption of advanced technologies-including cloud computing, artificial intelligence, cybersecurity frameworks, data analytics, emerging technologies-across all business and operational units within OCIO. Duties include, but are not limited to: Establish, formalize, and enforce enterprise technical standards, governance frameworks, and best practices for system architecture, software engineering, and IT operations. Ensure consistency, interoperability, and compliance across all OCIO-supported platforms. Represent the USSS in executive level interagency, federal, and industry forums, advocating for the agency's technology interests and forging strategic partnerships to advance the mission. Advise the CIO on workforce development and change management strategies to ensure successful adoption of new technologies and processes. Facilitate collaboration between technical, business, and mission stakeholders to deliver enterprise solutions. Develop comprehensive plans for integrating OCIO products and services into USSS Field Offices and across investigative and protective programs. Ensure technology solutions focused on customers while ensuring scalability, security, and resiliency to evolving threats. Ensure accurate recordkeeping of financial expenditures, maximize operational efficiency, and compliance with all related IT policies.
What you need to qualify
To be considered qualified for this position you must meet the following qualification requirements for the Senior Technical Advisor position in which you are applying. You must have specialized experience that is equivalent to the GS-15 grade level or above, which demonstrates your knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the "Duties" section listed above. Such experience may include: Analyzing and comparing alternative methods to achieve IT objectives. Advising senior executive leadership on a variety of complex IT issues that include the adoption of advanced technologies, such as cloud computing, artificial intelligence, cybersecurity frameworks, data analytics, and/or emerging technologies. Developing multi-year technology roadmaps and implementing digital transformation initiatives. Ensuring accurate recordkeeping of financial expenditures, maximizing operational efficiency, and compliance with all related IT policies. Serving as the directorate or agency representative to department or inter-governmental forums concerning programs related to technology adoption, risk management, and resource allocation. PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQ): Candidates must demonstrate their experience meets the PTQs for this position within their two-page resume. Separate narratives will NOT be accepted or reviewed. PTQ 1: Enterprise Technology Strategy and Integration Demonstrated experience in setting and executing enterprise-wide technology vision and strategy, including leading large-scale technology integration initiatives across complex, multi-disciplinary organizations. Proven ability to develop multi-year technology roadmaps, drive digital transformation, and manage IT systems and resources in accordance with federal regulations, cybersecurity mandates, and internal control policies. PTQ 2: Advanced Technical and Software Engineering Expertise Demonstrated expertise in establishing and enforcing enterprise technical standards, governance frameworks, and best practices for system architecture, software engineering, and IT operations. Proven experience with advanced technologies-including cloud computing, artificial intelligence, cybersecurity frameworks, and data analytics-ensuring scalability, security, and resiliency to evolving threats. PTQ 3: Executive-Level Advisory and Technical Decision-Making Demonstrated experience advising senior executives and management on complex technical issues, technology adoption, risk management, and resource allocation. Strong analytical and problem-solving skills, with the ability to provide authoritative recommendations and make binding technical decisions impacting operational efficiency, financial stewardship, and mission-critical functions. Time-in-grade requirements do not apply to SL positions, so applicants do not need to have spent a certain period of time at the GS-15 or equivalent level. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
