Travel Management Specialist
What you'd do
If selected, you will be responsible for domestic and foreign travel policy interpretation, implementation, analysis, and compliance activities for Animal Care (AC) nationally for both temporary duty and relocation travel.
Major duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Interprets regulations, laws, policies, procedures, and other information applicable to travel management Informs program officials of new or revised APHIS, Departmental, Government-wide, and AC travel policies and procedures Assists with evaluation and implementation of the new/revised travel laws, policies and procedures In accordance with Program, Agency and Department guidelines, manages AC Event Travel Request (ETR) system and serves as the point of contact for preparation, tracking and reporting Conducts compliance reviews to evaluate the extent and quality of USDA, APHIS, AC, implementation of travel laws, policies, and procedures Creates and maintains AC travel-related systems, files, and activity logs (e.g., ULO, Special Travel Requests, Travel Event, Actual Subsistence)

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Training and providing assistance to all levels of employees on using electronic travel systems. Tracking and monitoring issues as well as works with other Financial Management Team members to develop job aides/standard operating procedures to assist current and new employees with travel related service needs. Applying complex travel regulations and policy guidance to travel management activities to include interpretation and application of Federal Travel Regulations (FTR) laws, policies and other information applicable to domestic, relocation and foreign travel. ORPh.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the positionOR3 full years of progressively higher level graduate education leading to such a degree.Equivalent combinations of education and experience are qualifying for this grade level.TRANSCRIPTS are required if: You are qualifying for the position based on education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
