This position is located in the Integrated Technology Division of the Facilities Services Directorate (FSD). Serving as the principal Management and Program Analyst for the Digital Modeling Branch and Information System Owner, the incumbent drives digital transformation and business process re-engineering. Supporting WHS and Department of War Mission Partners, you will leverage expert knowledge to oversee complex program administration, systems deployment, and lifecycle modernizations.

Incumbents typical work assignments may include the following: Serve as the central catalyst for digital transformation and business process re-engineering across the Directorate; design and implement new, unprecedented workflows, analyze emerging technical requirements, and pioneer modern methodologies to resolve recurring operational bottlenecks. Serve as the FSD business application Information System Owner (ISO), providing authoritative IT management, strategic guidance, and technical lifecycle oversight across a robust portfolio of enterprise applications (including Maximo, TRIRIGA, Esri ArcGIS, Autodesk, Project Wise, and War Data AI Platforms). Lead and oversee complex program administration initiatives, system developments, and large-scale deployments; translate highly complex organizational guidelines into executable project plans that directly resolve critical customer challenges. Collaborate actively with Washington Headquarters Services (WHS) and Department of War (DoW) Mission Partners to deliver streamlined, high-performance business process solutions while integrating industry-leading best practices across the Directorate's tech stack.
What you need to qualify
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Providing expert analysis and authoritative guidance on the integration of enterprise data assets, including leading the programmatic rollout and lifecycle sustainment of Artificial Intelligence (AI) and data models. 2) Directing the comprehensive execution of Information Technology (IT) programs, serving as a principal product manager for enterprise business applications, and providing technical guidance on complex software deployments in a large-scale facility and construction management environment. 3) Developing, defending, and executing complex program budgets for enterprise IT and AI modernization efforts, and preparing authoritative executive briefings and strategy documents for senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
