Budget Analyst
What you'd do
These positions are located in the Forest Service (FS) Washington Office, Strategic Planning, Budget, and Accountability (SPBA) organization. The mission of SPBA is to provide leadership to all FS programs, coordinate the development of short and long-range strategic program direction, and provide oversight of budget management activities across the agency. Major duties
Analyzes program and budget guidance and instructions from national headquarters to determine impact on the organization. Provides guidance and direction, consolidates and validates input for the presentation of the annual budget and performance request. Oversees the compilation of budget presentation information and materials. Reviews and evaluates the materials and addresses USDA Forest Service priorities and objectives in the budget documents. Presents proposals to line officers for approval of requested funding and performance levels. Receives and distributes funds issued to the line officer, to include allotment and subsequent changes to appropriated funds, annual spending authority of trust funds and deposit accounts. Provides budgetary and technical leadership for the development of cost estimates associated with annual and long-range budget requests.

Specialized Experience Requirement: GS-13: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is defined as three or more of the following: Tracking, analyzing, and reporting on actual financial execution data for assigned budgets and programs; Developing and maintaining automated systems and data bases to track budget information including estimates, allotments, transfers, obligations, expenditures, and current balances; Interpreting and applying complex budgetary policies, regulations, directives, and/or legislative decisions to analyze and evaluate continual changes in program plans and funding; Reviewing and analyzing a broad base of historical data and current trends to validate financial estimates for an integrated budget for a major multi-functional program; and/or Establishing and maintaining effective relationships with internal stakeholders to gain cooperation in situations that may involve complex or controversial issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
