IT SPECIALIST (DATA MANAGEMENT)
What you'd do
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, Data and Systems Group (DSG), Division of Information Systems (DIS). As an IT SPECIALIST (DATA MANAGEMENT), GS-2210-14, you will serve as a technical authority and advisor for the development of analytics products using Medicaid and CHIP datasets to support internal and external data product users.
Major duties
Leading the development of sophicticated data management technologies to perfor analyses and reporting capabilities in support of Medicaid and CHIP programs. Serving as the technical authority for data analytics products, providing expert guidance on data management technologies, product strategy, and secure system design. Leading cross-functional teams in developing data products using cloud technologies, APIs, open-source tools, and modern software development practices. Planning, managing, and evaluating research and analytical projects involving Medicaid and CHIP data to support policy development, program oversight, and operational decision-making. Providing technical leadership on IT security, data governance, access controls, and system lifecycle activities to ensure compliance with CMS security requirements. Directing complex projects by establishing product roadmaps, managing risks, coordinating stakeholders, and presenting findings and recommendations to senior leadership. Representing CMS in meetings with Federal agencies, states, contractors, researchers, and other organizations to advance data management initiatives and resolve complex technical issues.

Specialized Experience: In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Leading the design, implementation, and ongoing management of governance frameworks for artificial intelligence and advanced analytics initiatives to include policies, standards, and controls to ensure ethical use, transparency, risk mitigation, and compliance; 2. Managing the end-to-end implementation of cross-functional AI projects supporting Medicaid and/or CHIP using agile delivery methods that include requirements development, project planning, contractor oversight, risk management, milestone tracking, and delivery of operational solutions using established project management methodologies. 3. Exercising independent judgment and technical leadership to apply AI solutions to Medicaid and CHIP program operations (same as above) (e.g., eligibility, claims, program integrity, quality, or oversight), to include advising senior leadership, resolving high-risk issues, and 4. Translating technical outcomes into actionable policy and operational decisions with minimal supervision. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
