Major duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans, develops, schedules and conducts systems acceptability tests of modernization and production systems; including Tier I and Tier II applications for mission critical tax processing and internal support systems. Provides technical guidance during a significant project in designing, coding, testing, debugging, and maintaining programs; translating and interpreting functional requirements; Translates and interprets functional requirements involved with the local phase of national project; Tests software during a significant local project or as needed to support applications which have a broad impact; Provides guidance to less experienced coworkers in solving programming problems

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below: MINIMUM REQUIREMENTS FOR GRADE 9 LEVEL (GS or Equivalent): You must have Information Technology-related experience demonstrating each of the following five competencies: 1) Attention to Detail, 2) Customer Service, 3) Interpersonal Skills, 4) Reasoning, and 5) Teamwork. GS-09 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service? Specialized experience for this position includes: Applying IT principles, concepts, and practices to support, maintain, troubleshoot, configure, or implement computer systems, software, applications, hardware, or related technology services. Performing IT assignments involving technical requirements and established procedures, including system, application, or software testing and configuration activities. Identifying, analyzing, and resolving routine and technical issues affecting users, systems, applications, or services. Preparing technical documentation, reports, procedures, or recommendations related to assigned IT activities. Supporting compliance with established security, privacy, and operational requirements while assisting customers, users, and technical teams. Documenting customer business rules and requirements, testing artifacts such as test plan, test strategy, test cases, defects, and test summary reports. MINIMUM REQUIREMENTS FOR GRADE 11 LEVEL (GS or Equivalent): You must have Information Technology related experience demonstrating each of the following six competencies: 1) Attention to Detail, 2) Customer Service, 3) Interpersonal Skills, 4) Problem Solving, 5) Teamwork and 6) Technical Competence. GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Applying IT principles, concepts, methods, and practices to support, maintain, implement, troubleshoot, or make limited enhancements to IT systems, services, hardware, software, applications, scripts, interfaces, or related technology environments. Performing computer projects, operational, or application-related assignments involving IT requirements and techniques, including identifying and resolving technical issues; supporting system, application, or code testing and configuration; preparing technical documentation; and supporting compliance with federal cybersecurity, privacy, or regulatory requirements. Working with customers, users, stakeholders, or technical teams to gather information, clarify user needs, respond to technical support requests, resolve non-routine IT problems, and support IT operations, application needs, or system-related activities. Monitoring or reviewing IT systems, service, or application performance to support availability, reliability, security controls, usability, and operational effectiveness in accordance with established policies and procedures. Analyzing alternative approaches and recommending or supporting corrective actions for IT issues, including application errors, defects, configuration issues, or operational problems; escalating issues; and coordinating with others to implement solutions that support mission, security, and performance requirements. Documenting customer business rules and requirements, testing artifacts such as test plan, test strategy, test cases, defects, and test summary reports. Scripting languages such as python, javascript, and familiarity with automation frameworks and Large Language Models (e.g., ChatGPT, Gemini) and the ability to write structured prompts as necessary to perform efficiently. MINIMUM REQUIREMENTS FOR GRADE 12 LEVEL UP (GS or Equivalent) You must have Information Technology related experience demonstrating each of the following nine competencies: 1) Attention to Detail, 2) Customer Service, 3) Decision Making, 4) Information Management, 5) Interpersonal Skills, 6) Oral Communication, 7) Problem Solving, 8)Team Work and 9) Technical Competence. GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes: Applying established IT principles, concepts, methods, and practices to support, maintain, implement, troubleshoot, or make limited enhancements to IT systems, services, hardware, software, applications, scripts, interfaces, or related technology environments. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
