Major duties
General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. Directs and oversees personnel responsible for privileged administration of enterprise human resources systems, security administration, user access management, and production data maintenance activities. Exercises delegated supervisory and managerial authority over subordinate supervisors and staff including planning and assigning work, setting priorities, evaluating performance, interviewing and selecting employees, approving leave and administrative actions, resolving employee issues, identifying training needs, and ensuring accomplishment of organizational objectives. Coordinates with executives, program managers, business owners, cybersecurity personnel, contractors, Treasury officials, and system developers regarding operational requirements, systems enhancements, implementation activities, systems issues, and service delivery improvements. Provides oversight for systems-related projects and operational initiatives involving implementation of new technologies, modernization efforts, workflow changes, systems enhancements, testing activities, and improvements to operational efficiency and customer service delivery. Advises higher-level management regarding HR systems operational capabilities, business process impacts, workforce requirements, service delivery concerns, and strategic initiatives affecting HR systems operations and support. Assumes managerial accountability for the integrity, confidentiality, availability, and proper operation of enterprise HR systems and sensitive personnel information supporting Servicewide human resources operations. What you need to qualify
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower-level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualified your experience should be sufficient to demonstrate: Experience utilizing human resources (HR) management principles, policies, practices, and automated HR systems to oversee complex HR systems operations supporting enterprise personnel programs and services. Experience applying privacy, disclosure, records management, and internal control requirements to automated HR systems and sensitive personnel information. Experience utilizing project management methods, systems implementation processes, testing methodologies, operational governance, and business process improvement techniques to coordinate multiple systems projects and initiatives. Experience with oral and written communication techniques sufficient to present technical and operational information to managers, employees, contractors, and external stakeholders. Experience leading technical personnel engaged in complex HR systems support operations.
