SUPERVISORY PROGRAM ANALYST
What you'd do
You will serve as a SUPERVISORY PROGRAM ANALYST in the METRICS AND ANALYTICS DIVISION of BUREAU OF NAVAL PERSONNEL. This recruitment covers UIC 00022 employees only.
Major duties
You will serve as a master-level expert and manager for the organization's manpower programs, advising senior leadership, Flag Officers, and SES civilians on complex personnel issues. You will evaluate organizational manpower structures using advanced analytical, statistical, and econometric modeling to forecast personnel strength, accession, retention, and compensation strategies. You will develop, manage, and execute comprehensive personnel initiatives and policies while translating broad organizational goals into detailed, resource-aligned work plans. You will manage the analytical funding and budget processes, including supporting the Program Objective Memorandum (POM) cycle, and coordinate with stakeholders to achieve program objectives. You will provide immediate supervisory oversight to a diverse team of civilian and military personnel. You will assign and prioritize work, establish performance standards, evaluate employee performance, resolve conflicts, and identify developmental training needs to ensure organizational effectiveness. You will serve as a master-level expert advising senior leadership, Flag Officers, and SES civilians on complex manpower, personnel, and organizational issues. You will use advanced analytical, statistical, and econometric modeling to forecast personnel strength, accession, retention, and compensation strategies. You will manage analytical funding, monitor resource allocations, and support the Program Objective Memorandum (POM) budget cycle for personnel programs. You will supervise military and civilian staff, assign work, set performance standards, evaluate results, and address training or disciplinary needs. You will develop and revise workforce policies, managing initiatives for promotion planning, advancement pathways, and workforce stabilization.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following type of duties: 1) Providing master-level expert advisory services to senior leadership, Flag Officers, and Senior Executive Service (SES) civilians on federal manpower programs, personnel policies, statutes, procedures, and organizational requirements; 2) Evaluating and advising on organizational manpower structures, using advanced analytical, statistical, and econometric modeling methods to forecast personnel strength, accession planning, retention, and compensation strategies; 3) Performing budget, financial, and resource analysis to manage the analytical funding process, support the Program Objective Memorandum (POM) cycle, and translate broad organizational goals into resource-aligned work plans; 4) Preparing and presenting information, policy papers, briefing materials, verbal reports, and strategic correspondence to higher authority regarding manpower resource management and program objectives; and 5) Providing immediate supervisory oversight to a diverse team of civilian and/or military personnel, which includes assigning and prioritizing work, identifying developmental training needs, establishing and rating performance plans, and resolving personnel or disciplinary issues.
