Chief of Staff
What you'd do
You will serve as a Chief of Staff with Office of the Secretary of Interior, in Washington D.C.. The incumbent serves as a senior advisor to the Deputy CHCO for Operations and the Deputy CHCO for Policy, coordinating strategic and operational priorities, providing advice, counsel, analysis, and oversight regarding issues, policies, and executive-level initiatives of the most critical nature impacting the mission, strategic goals, and operations of departmental human capital programs.
Major duties
This vacancy is open to current Department of Interior (DOI), Office of the Secretary (OS) employees in either Policy Management and Budget (PMB) or the Interior Business Center (IBC) and serving under a permanent competitive service appointment or a current PMB/IBC employee with eligibility under a special appointing authority for an excepted service appointment (e.g. 30% Service Connected, Schedule A, Pathways within the 120 day conversion time frame). Some of the major duties you will perform include but are not limited to the following: Provides executive-level coordination and strategic leadership for the Deputy Chief Human Capital Officer (Deputy CHCO), serving as a senior advisor on mission execution, organizational priorities, performance tracking, and internal controls; represents the Deputy CHCO in high-level meetings, briefings, and interagency forums. Leads integration and implementation of Deputy CHCO strategic objectives, operational plans, and enterprise-wide human capital priorities; oversees policy development, governance processes, organizational performance metrics, and cross-functional implementation activities. Manages internal operations and administrative functions of the Office of Human Capital (OHC) immediate office, including staffing actions, performance management, internal communication processes, continuity planning, onboarding, transition support, and workforce development for executive staff. Oversees internal and external communications to ensure clarity, consistency, and timeliness of messaging across OHC and departmental stakeholders; coordinates briefing materials, memoranda, and reports for senior leadership, including the Secretary, Assistant Secretary for Policy, Management and Budget, and other high-level officials. Ensures timely coordination, quality assurance, and resolution of high-priority actions across OHC; facilitates responses to Congressional inquiries, Government Accountability Office (GAO) and Office of Inspector General (IG) audits, and other senior leadership requests requiring sensitive handling and executive-level review. Supervises staff by setting goals, assigning work, reviewing deliverables, evaluating performance, approving awards, negotiating deadlines, and initiating corrective or disciplinary actions when warranted.
What you need to qualify
Qualifications: All qualifications must be met by the closing date of this announcement - 08/12/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Minimum Qualification Requirements: To qualify for this position, you must meet Specialized Experience for the series to which you are applying. Specialized Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Providing executive-level coordination and strategic leadership for senior officials, including advising on mission priorities, operational planning, performance tracking, and internal controls for large or complex human capital or administrative programs. Leading policy development, governance processes, organizational performance measurement, and cross-functional implementation of enterprise-wide initiatives, including coordinating across multiple program offices or bureaus. Directing internal operations for a senior executive office, including staffing actions, workforce planning, onboarding, transition management, workforce development activities, continuity planning, and liaison functions with HR, budget, IT, or other administrative support offices. Preparing, reviewing, and delivering executive-level communication products, including briefing materials, memoranda, Congressional responses, audit documentation, and reports for senior leadership, and representing senior officials in high-level meetings or interagency engagements. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
