Supervisory Information Technology Manager
What you'd do
The Supervisory Information Technology Program Manager provides leadership and accountability for the Defender Services' national IT management, governance, and oversight processes in coordination with the judiciary's Chief Information Officer.
Major duties
The Defender Service Office (DSO) ensures the right to counsel guaranteed by the Sixth Amendment, the Criminal Justice Act, and other statutory authorities is enforced on behalf of those who cannot afford to retain counsel and other defense services. DSO also provides strategic planning, policy development, operational planning and implementation, and oversight of defender services information technology. The incumbent of this position serves as a senior expert and technical authority leading and advising on new policies and standards. This includes communication with diverse stakeholder groups and policy makers. The incumbent provides executive leadership and strategic direction. The duties of this position include, but are not limited to: Leading the development and execution of the defender services program IT strategy. Developing, recommending, and coordinating IT policies that support effective use of resources, in consultation with the agency's CIO, DSO, and IT experts within other departments. Advising the judiciary on IT standards development as the Defender Services representative. Establishing local federal defender office IT standards. Advising the DSO Chief and relevant programmatic bodies on IT matters. Providing IT support and advice to the Committee on Defender Services, as well as program reviews for DSO. Managing budget formulation and reporting activities associated with Defenders Services IT. Supervising the DSO's IT Security Officer and overseeing the operations of the National IT Operations and Applications Development Branch. Providing coaching, recruitment, and retention strategies to maintain effective IT staffing levels across National IT Operations and Applications Development and Federal Defender Offices. Coordinating with DSO's Data Management Division on data governance and requests.
What you need to qualify
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: 1. Managing enterprise IT operations. 2. Supervising IT personnel and overseeing network and systems administration. 3. Implementing cybersecurity policies and leading technology projects supporting organizational objectives. Desired not required: At least 10 years of IT experience with at least 5 years of executive management experience.
