Major duties
The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. This position, in the Planning & Finance Division, performs a range of duties including data querying and analysis, budget planning and execution, survey administration and analysis, and strategic planning. Analysts in PFD also partner with Human Resources, Talent Management, Business Systems Planning and other Counsel functions to deliver on cross-functional programs and projects related to employee engagement, organizational development, and Enterprise Risk Management. As a Management Analyst, you will: Conduct in depth, independent research and analysis on a wide range of complex and sensitive management issues; Serve as project leader, consultant or a member on various project teams that resolve complex management problems and to improve the efficiency and effectiveness of operations; Create, manage, and/or query management databases containing statistical information. Utilize appropriate programs and software tools to design and perform complex analyses and to clearly report on findings and recommendations; Gather, maintain, and analyze data related to costs and performance of a wide range of services and work products to determine return on investment, productivity, or effectiveness; Serve on task forces, ad hoc committees, teams to conduct in depth analyses of the programs and/or systems studied. Participate in operational reviews and audits of management information systems and other processes for the purpose of improving the efficiency and effectiveness and assessing internal controls, accuracy, and compliance with applicable laws and regulations. To qualify for this position of Management Analyst you must meet the qualification requirements listed below by the closing of this announcement: For GS-11: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Using various analytical methods - both quantitative and qualitative - to analyze program or organizational efficiency and effectiveness; support development of recommendations related to strategic planning, organizational development, and resource allocation or budgeting and preparing information for program principals or managers; serving on cross-functional projects related to management and administration; maintaining and querying databases and analyzing data to develop recommendations on complex management and administration issues; using data analysis and data reporting skills to effectively report and present on findings; collaborating on program implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. For GS-12: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Using various analytical methods - both quantitative and qualitative - to analyze program and/or organizational efficiency and effectiveness; support development of recommendations related to strategic planning, organizational development, and resource allocation or budgeting and preparing information for leadership or program principals; serving as a principal team member on cross-functional project related to management and administration; maintaining and querying databases and leveraging data to analyze and develop recommendations on complex management and administration issues; using data analysis and data reporting skills to develop recommendations and findings; collaborating on program implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
