About the Position: This position is located at Dwight D. Eisenhower Army Medical Center in Fort Gordon, Georgia. The primary purpose of this position is to serve as a Senior Manpower Analyst, providing authoritative advice, guidance, and assistance through analytical and evaluative methods to manage the organization's civilian and military manpower resources. This is a Direct Hire Solicitation

Major duties

Conducts studies involving manpower and personnel management to gather factual, historical, and statistical data. Analyzes the mission and functions of organizations, functional areas, or activities. Determines need for additional allocation of manpower resources for the various programs assigned. Ensures documents are in agreement with manpower authorizations, study findings, requirements documents, and mobilization base force. Provides advice and assistance to management officials on such matters as organizational structure, alignment, and requirements for additional manpower. Recommends changes to the organization's policies, regulations, and memoranda on various manpower requirements in order to explain guidance provided by higher authorities. Develops a fully coordinated position for all manpower issues falling within assigned area by providing validated information. Prepares reports and keeps track of statistical data and other records used in the performance of assigned duties. Utilizes various software applications to maintain, analyze, and develop data to generate or meet associated reporting requirements. Reviews all requests for personnel actions (RPA) to ensure strength accountability and the necessity of the request in accordance with established manpower staffing and mission.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience maintaining civilian and military manpower requirements within an enterprise human resources information system used for personnel and position management, such as the Defense Medical Human Resources System-Internet (DMHRSi); and analyzing manpower requirement documentation to ensure alignment with current manpower policies and regulatory guidance; and recommending manpower adjustments while providing technical guidance for organizational staffing documents, including unit-level manning requirements and installation-level authorizations; and utilizing manpower database expertise to review, update, and manage manpower records effectively. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
