What you'd do

The primary purpose of the position is to perform a range of operational responsibilities associated with the daily administrative and obligatory functions to include management of general facility needs and oversight of support services for a multi-functional client base of directors, associate directors, education support and other ILEAD staff, integrating all responsibilities into a comprehensive administrative support program that contributes to a greater operations effectiveness for ILEAD.

Major duties

MAJR DUTIES: Provides advice to all staff on how incumbent support can assist in accomplishing the ILEAD mission and programs. Manages system of files in both paper and electronic form that will facilitate the work and/or audit of actions taken. Responsible for integrity of data, data-entry in databases associated with the duties of the position. Coordinates administrative functions within the organization to ensure local consistency with ILEAD practices, policies, and procedures, and implementation. Develops operating guidelines for local area sites and/or develops local administrative procedures as required. Manages and/or prepares responses to correspondence in the organization and acts as a liaison or handles the communication with persons and groups within and outside of the organization. Serves as alternate and/or primary approval official for all government purchase card holders.to other organizational support officers as assigned. Performs duties as a contracting officer representative (COR), which may include: Working closely with the project managers to oversee the performance of the contract, ensuring the contractor complies with all of the requirements of the performance work statement and specifications. As needed, may provide technical assistance within the scope of the contract (e.g., interpreting specifications, statement of work, performance work statement, etc.). Monitoring and evaluating the contractor's performance to determine if it meets the standards set forth in the contract, If applicable and in accordance with FAR 42.302. Monitoring and evaluating whether the contractor meets the technical requirements under the contract by the delivery date(s) and/or within the period of performance; and, Evaluating whether the contractor performs within the price or estimated cost stated in the contract and approving invoices, as appropriate. Work Schedule: Mon-Fri, 8 am to 4:30 pm Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 5/7 of the following examples of specialized experience: Examples of specialized experience would typically include, but are not limited to: Draft, edit, and prepare memoranda, surveys, reports, presentations, and other correspondence. Manage executive calendars, schedule meetings, conferences, and national events for leadership. Coordinate logistics for meetings, conferences, workshops, guest speakers, and special events. Administer travel, budget tracking, fund control, purchase card activities, office supplies, and administrative support services. Monitor project status, administrative deadlines, suspense actions, and provide recommendations to leadership. Collect, compile, research, analyze, and track program data, reports, correspondence, and other information. Coordinate with fiscal, acquisition, information management, environmental management, and other support offices to obtain services. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent degree or 2 full years of progressively higher level education leading to such a degree or LL.B or J.D., if related.. (TRANSCRIPTS REQUIRED). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond and graduate level education. Only graduate education in excess of the amount required (1 full year) for the next lower grade level may be used to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but involves walking, standing, carrying files, pushing office supplies on a cart.
