Major duties

Serving as a Management Analyst GS-0343-9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Core Training Operations Directorate under the Office of the Associate Director for Training Operations. The primary purpose of this position is to provide analysis and administrative support. Typical duties include: Performing in-depth analysis of sensitive and complex administrative issues affecting the office, develops solutions, and implements new or modified guidelines to address operational challenges and enhance mission effectiveness. Serving as the directorate-level point of contact for documentation management, leading the coordination, organization, and optimization of documentation workflows across platforms such as SharePoint, Internet, and Intranet, ensuring secure and efficient storage, retrieval, and lifecycle management. Providing expert guidance and training to managers and staff on documentation management tools, procedures, and best practices, and resolves issues related to system use, documentation processes, and compliance with organizational policies. Participating in strategic long-range planning, reviews and evaluates reports and correspondence for leadership, and assists with the preparation and quality control of directorate documentation, ensuring consistency, clarity, and alignment with administrative and policy requirements. (2) Coordinates with staff and partners to resolve routine issues, prepares presentations and reports, and uses office automation software to generate documents and improve workflows. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. Specialized Experience at the GS-11:You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service, or equivalent experience in the private or public sector that demonstrates the ability to: (1) Independently resolve complex administrative issues, develop and implement policies and procedures, and managing documentation workflows using electronic systems (e.g., SharePoint). (2) Provides guidance to management and staff, conducts research to support strategic planning and operational improvements, and prepares briefings and reports for leadership. (3) Delivers training on administrative processes, oversees timekeeping, travel, procurement, and property management, and coordinates with stakeholders to address mission-related administrative matters.; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
