SAFETY AND OCCUPATIONAL HEALTH SPECIALIST
What you'd do
You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the SPECIAL ASSISTANT FOR SAFETY of NAVAL EDUCATION AND TRAINING COMMAND.
Major duties
You will serve as an advisor to safety professionals of subordinate activities on all training, to include high-risk training safety (e.g. firefighting, damage control, swimming/water survival, small boats, small arms training, and force protection. You will perform risk assessments of hazardous processes and working conditions to determine hazard control techniques that minimize or eliminate unsafe and unhealthful operations. You will evaluate training techniques, lesson plans, and risk assessment to verify hazards, risks and safety responsibilities are clearly defined and mitigated. You will develop and maintain schedules for successful execution of multiple safety efforts and projects. You will identify and assess industrial maintenance hazards, construction hazards, HAZMAT, and fire protection requirements. You will collaborate and consult with other safety specialists to share best practices, resolve problems, and develop more effective approaches. You will collaborate with safety and health personnel of federal, state, county, city, and private organizations to institute control or remedial measures for hazardous or potentially hazardous conditions or equipment. You will liaise with other Navy organizations that conduct high risk training and operations to contribute to the improvement of productivity, safety effectiveness, and efficiency in operations. You will develop new methods and procedures based on the analysis of safety design features and specifications. You will perform Safety and Occupational Health and High-Risk Training Safety oversight inspections on subordinate commands for compliance with applicable laws, regulations, and to determine overall program effectiveness. You will assist in drafting policies, goals and guidance to implement level safety programs at the Headquarters level for the NETC domain. You will make technical recommendations and develop guidance and standards for use within NETC for processes involving a variety of high-hazard safety risk, unconventional work or training operations. You will maintain safety records in AFSAS-RMI the Navy safety program of record. You will conduct thorough mishap investigations, track mishap recommendations, and hazard recommendations. You will use mishap data to identify trends and lessons learned and will be used to inform leadership on relevant risk decisions. You will be thoroughly knowledgeable on Safety and Occupational Health laws, instructions, and regulations.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating and managing high-hazard or moderate-to-high risk safety programs (e.g., training safety, industrial operations, or force protection) to ensure compliance with occupational safety and health standards; 2) Conducting mishap investigations and trend analysis (e.g., participating in safety investigation boards, monitoring corrective actions, and developing mishap reduction strategies); 3) Interpreting Safety and Occupational Health (SOH) regulations to draft policies, Standard Operating Procedures (SOPs), or Emergency Action Plans for organizational implementation; 4) Performing comprehensive safety evaluations and risk assessments to identify workplace hazards and advise leadership on mitigation strategies or control methods; and 5) Utilizing safety management information systems (such as ESAMS, WESS, or similar databases) to track training compliance, document inspections, report mishaps, and monitor deficiency closures.
