This vacancy is for a GS-1301-13, Interdisciplinary Environmental Program Manager located in the Department of Homeland Security, U.S. Coast Guard, ENVIRONMENTAL MANAGEMENT DIVISION in NORFOLK, Virginia.
Major duties
You will serve as a Interdisciplinary Environmental Program Manager and be responsible for exercising technical authority and support configuration standards to develop and enforce Tactics, Techniques, and Procedures (TTP) to acquire, maintain, alter, refurbish, construct, and dispose of shore facilities to enable CG mission execution and operations in support of public safety and homeland security. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a subject matter expert directing, guiding, and supporting implementation of a CG environmental program. Providing authoritative guidance, technical assistance, training, and professional development to units and personnel. Developing and disseminating job guides, best management practices, and other technical guidance to achieve regulatory compliance and promote environmental stewardship. Providing technical support and environmental program guidance to units and personnel executing civil engineering and facilities management projects. Reviewing planning documents, scopes of work, and other project documents for regulatory compliance and conformance with Coast Guard environmental program policy, goals. and objectives. Conducting audits of unit compliance management programs. Ensuring natural, cultural, or historic resource management principles and best practices are appropriately considered in programs, projects, and operations. What you need to qualify
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or combination of education and experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Specialized experience may include the following: Providing technical support, guidance, and assistance to personnel and units to facilitate environmental regulatory compliance and enhance environmental stewardship. Developing job guides, crafting best management practices (BMPs), and developing standard operating procedures (SOPs) to facilitate achievement of program goals and objectives. Conducting pollution prevention opportunity assessments and other initiatives to foster environmental stewardship. Conducting regulatory compliance audits and compliance assistance visits to support and enhance unit environmental regulatory compliance . Mentoring and training personnel engaged in environmental compliance activities. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
