Major duties

WHAT YOU'LL BE DOING DAY TO DAY As a Grants Management Specialist, you will: Manage a diverse portfolio of complex grants and cooperative agreements, applying advanced grants management principles to address regulatory, programmatic, and recipient compliance challenges. Perform thorough cost analyses of proposed budgets submitted under NOFOs and post-award prior approval requests, to ensure compliance with applicable statutes, regulations, policies and procedures. Provide guidance, policy decisions, and regulatory interpretations to internal and external customers. Manage difficult, technical and complex grant portfolios, and is responsible for the complete life cycle of grants, from planning through implementation and closeout of HRSA grant awards. Provide expert technical guidance, mentoring, and training to new and less experienced grants management staff.

What you need to qualify

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Managing a grant portfolio that may include administering complex grants (grants with extensive special provisions or restrictions as in cooperative agreements, and grants involving complex programmatic regulations), interpreting federal grant program requirements, conducting risk assessments and business reviews, identifying problem areas, and providing advice to grantees on areas for improvement. Reviewing, analyzing, and reconciling required financial (FFR, PMS) reports and providing continuous oversight of all financial and management aspects of grants. Conducting analyses to resolve a broad range of grant-related challenges or problems, prioritizing tasks, and making recommendations for change or improvement. Providing grants management technical assistance, oversight, consultation, and training to grant recipients, program officials, review panels, and staff at lower grades on the activities involved in the analysis, evaluation and resolution of grant issues and problems. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
